Ամեն ինչ ուզում են «քպացնել». «Փաստ»

«Փաստ» օրաթերթը գրում է.

Վեց տարի շարունակ Նիկոլ Փաշինյանն ամեն ինչ անում է՝ բոլոր ոլորտները կուսակցականացնելու, ավելի ստույգ՝ քպացնելու համար՝ ՏԻՄ-եր, բուհեր, պետական այլ կառույցներ: Հիմա, ինչպես երևում է, հերթը հասել է զինկոմիսարիատներին: Մեր ունեցած տեղեկություններով, դեռևս սեպտեմբերի սկզբին ՀՀ ՊՆ զորակոչային և զորահավաքային համալրման ծառայության 15 ստորաբաժանումներից առնվազն 8-9-ի պետերին, այսինքն՝ տարածքային զինկոմներին «ակնարկել» են, որ նրանք պատրաստ լինեն դիմում գրելու և հեռանալու:

Բանն այն է, որ, մեր աղբյուրների փոխանցմամբ, իշխանությունները ցանկանում են այս ոլորտում ևս նշանակել բացարձակ «սվոյ» կադրերի՝ անկախ նրանից՝ որքանով են նրանք պատկերացնում այդ աշխատանքը: Սակայն, ըստ երևույթին, հասկանալով, որ այդպիսի գլոբալ փոփոխությունները կարող են «գցել ոտքներին», առկախել են գործընթացը՝ այդուամենայնիվ հասկացնելով, որ թեման փակ չէ, ճամպրուկները միշտ հավաքած պահեն: Առավել ևս, որ այդ օրերին պաշտպանության նախարարը Հայաստանում չի եղել. սպասել են նրա՝ ԱՄՆ-ից վերադառնալուն: Որոշ ժամանակ անց թեման նորից ակտուալ է դարձել, ավելին, օրերս տեղեկություններ տարածվեցին, որ իսկապես որոշ զինկոմներ ազատվել են աշխատանքից, սակայն այդպես էլ որևէ պաշտոնական պարզաբանում չտրվեց:

Ինչ էլ լինի, ակնհայտ է, որ այս ոլորտում որոշակի խմորումներ են ընթանում, ինչը, մեր աղբյուրների փոխանցմամբ, ներքին դժգոհությունների առիթ է դարձել: Բանն այն է, որ ինչքան էլ պաշտոնյաների նշանակում-ազատումը բնականոն գործընթաց է, այս ոլորտը չափազանց սպեցիֆիկ է, և, առավել քան այլ ոլորտներ, այստեղ կարևոր է թե՛ փորձառությունը, թե՛ տարածքը ճանաչելը, թե՛ աշխատանքի նրբություններին լիարժեք տիրապետելը: Եվ «ներսում» անհանգիստ են, որ «սվոյացման» ճանապարհին պատահական մարդիկ կարող են հայտնվել այդ պաշտոններում, ինչպես այս իշխանության օրոք նաև մյուս ոլորտներում:
