Փոքրիշատե հաջողակ ցանկացած գործարար թիրախավորված է իշխանությունների կողմից. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Հայաստանի գործող իշխանությունների՝ ռազմավարական դաշնակիցների հետ հարաբերությունների խորտակումը փոխանցիկ էստաֆետով տարածվում է միջազգային դաշտով մեկ։ Ինչպես երևում է, հերթը գերմանական կապիտալինն է։ Սեպտեմբերի 21-ին, ինչպես հայտնի է, կալանավորվեց գերմանական կապիտալի մաս կազմող «Մաքուր երկաթ» գործարանի տնօրեն Կարեն Հակոբյանը։ Նշենք, որ գործարանը պատկանում է գերմանական «ՔՐՈՆԻՄԵՏ Մայնինգ» ընկերությանը: Առանց այդ էլ փորձագետները նշում են, որ Հայաստանը 2018 թվականից հետո ոչ գրավիչ է դարձել միջազգային ներդրողների համար, ավելին՝ ոմանք նույնիսկ արդեն հեռացել են, և չի բացառվում, որ այս միջազգային գործընկերը նույնպես ստիպված լինի հեռանալ մեր երկրից։

Իսկ դա ինքնին նշանակում է ևս մեկ գործարանի փակում, որի արդյունքում շուրջ 450 մարդ գործազուրկ կմնա: Սա Նիկոլ Փաշինյանի իշխանության կողմից գործարարների նկատմամբ հետապնդումների միակ դեպքը չէ, քիչ չեն գործարարները, որոնք այժմ կալանավայրում են գտնվում կամ եթե ազատազրկված էլ չեն, նրանց նկատմամբ վարույթներ են հարուցված։ Հայաստանում ահագնացող հանցավորության աճի պայմաններում իրական հանցագործներին գտնելու և հետապնդելու փոխարեն բանտերը լցված են գործարարներով, ինչը շղթայաբար ազդում է երկրի գործարար իմիջի վրա։ Այսուհետ ցանկացած միջազգային ներդրող 100 անգամ կմտածի Հայաստանում ներդրում անելուց առաջ։ Ռիսկերն այլևս անվերահսկելի և չափազանց մեծ են դարձել։

Շատ իրավաբաններ պարբերաբար ուշադրություն են հրավիրում այն հանգամանքի վրա, որ չունենալով իրավական բավարար հիմքեր՝ գրեթե բոլորի նկատմամբ հարուցվում են «փողերի լվացման» հոդվածով քրեական գործեր, որոնց քննությունը կարող է տևել տարիներ շարունակ, իսկ այդ ընթացքում գործարարները հաճախ ուղղակի մնում են կալանավորված։ Ի դեպ, ոլորտի մասնագետները կես կատակ-կես լուրջ նշում են, որ եթե գումարենք պայմանական «փողերի լվացման» գործերով բոլոր հոդվածները, ապա պահանջվող գումարի չափը կգերազանցի ՀՀ ողջ համախառն ներքին արդյունքը։ Մեզ հետ զրույցում Հայաստանի մի քանի իրավաբաններ նշում էին, որ սա դասական բռնապետության գործելաոճ է՝ սեփականության իրավունքների ոտնահարում, սեփականության վերաբաշխում՝ հոգուտ յուրայինների։

Այսինքն, այսուհետ փոքրիշատե հաջողակ ցանկացած գործարար թիրախավորված է իշխանությունների կողմից։ Կարևորը՝ այդ բիզնեսը հետաքրքրի իշխանությանը կամ իշխանությունների հետ փոխկապակցված անձանց:
