Փոթորիկ մի բաժակ ջրում կամ հեքիաթ` պետությանը հասցված վնասի մասին. Past.am

Past.am-ը գրում է.

Հայաստանում շարունակաբար բիզնեսը մնում է թիրախի տակ։ Կամա, թե ակամա լրատվամիջոցները թիրախավորում են առանցքային ընկերություններին, փորձում վնասել նրանց գործարար համբավը՝ այդկերպ նաև վնասելով սեփական երկրին։

Այդ լրատվամիջոցները լավ գիտեն գործարարների նկատմամբ պետության վերաբերմունքը, տասնյակներով դատարաններում գտնվող գործերը, երբ բիզնեսին պարզապես նեղ դրության մեջ են դնում՝ հարկադրելով խոշոր գումարներ վճարել։ Ընկերությունների մի մասը շառից-փորձանքից հեռու վճարում է, որպեսզի գործող բիզնեսը չկանգնի, շատերն էլ դատական քաշքշուկների միջով են անցնում։

Այսօր հերթական հոդվածն է հրապարակվել «Սպայկա» ընկերության մասին՝ «Պետությանը 17 մլն ԱՄՆ դոլարի վնաս տված «Սպայկան» փոխքաղաքապետի հոր երաշխավորն է բանկում»։ Բազմիցս պարզաբանված, հստակեցված հարցը կրկին մատի փաթաթան են դարձրել՝ խոշոր ընկերության համբավին գիտակցված վնաս հասցնելով, թեև հրաշալի գիտեն, որ «Սպայկան» երբևէ որևէ վնաս պետությանը չի տվել։

Ինչ վերաբերում է Երևանի փոխքաղաքապետի հոր ընկերությանը, բազմիցս պարզաբանվել է, որ գյուղատնտեսական տնտեսություններում ընդունված նորմ է՝ երաշխավորել, ֆինանսավորել, զարգացնել, աճեցնել փոքր ընկերությունները, հետագայում պտղի տեսքով հետ ստանալ արդյունքը։ Դա միայն մեկ ընտանիքի դեպքում չի արվում։ «Գրանդ հոլդինգ»-ը, օրինակ, այդկերպ զարգացնում էր թութունի արտադրությունը Հայաստանում։

Եթե մի պահ վերանանք անուններից, քաղաքական դեմքերից, տակը մնում է անհատ, որը մեկ անգամ մերժվել է բանկի կողմից, մեկ անգամ հաստատվել` պետական ծրագրով տոկոսի սուբսիդիա ստանալու և գյուղատնտեսությամբ զբաղվելու համար։ Պետության մասն այդքանով ավարտվում է, իսկ թե ինչ պայմանավորվածության կգան տնտեսվարողն ու պտուղ արտադրողը՝ արտադրությունը զարգացնելու համար, բացառապես իրենց պրոբլեմն է, այդտեղ որևէ կոռուպցիոն ռիսկ չի կարող լինել։ Ընդհակառակը, այդ եղանակով ոչ միայն Հայաստանում, այլև աշխարհի տասնյակ երկրներում զարգացնում են գյուղատնտեսությունը։
