Ծառուկյանի կառուցողական խոսքը և կարևոր շեշտադրումները

ԱԺ հերթական նստաշրջանի մեկնարկին թերևս ամենաքննարկվածը Գագիկ Ծառուկյանի հարցուպատասխանն էր լրագրողների հետ: ԲՀԿ առաջնորդը, ինչպես և խոստացել էր, պատասխանեց լրագրողների տված բոլոր հարցերին:

Շատ հետաքրքրական են Ծառուկյանի մոտեցումները ԵԱՏՄ համաձայնագրի և ԵԼՔ դաշինքի ներկայացրած առաջարկի վերաբերյալ: Իհարկե, կառուցողական է այն պարագան, որ դաշինքի առաջնորդն իր կուսակից պատգամավորներին հանձնարարել է մասնակցել քննարկումներին և հասկանալ հարցի էությունը:

Մյուս կողմից, Ծառուկյանը խնդրին մոտենում է բիզնես-մտածողության տեսանկյունից, ինչը առավել ևս կարևոր է: Այսպես, ԵՄ հետ համաձայնագիրը շատ է քննարկվում, սակայն զուտ տնտեսական առումով մեզ չի ներկայացվում դրա առավելությունները: Մենք առ այսօր չունենք հստակ պատասխան այն հարցին, որ եթե ԵՄ հետ համաձայնագիրը ստորագրվում է, արդյո՞ք ունենք այդքան մրցունակ ապրանքներ, որոնք կարող են ներառվել եվրոպական շուկայում: Մյուս կողմից, Եվրոպայում բավականին բարձր հարկային քաղաքականությունը և ստանդարտների առկայությունը, մեզ հնարավորություն կտա՞ն օգուտներ ունենալ այդ համաձայնագրից: Քաղաքական մասը չենք կարող դիտարկել, քանի որ դա առանձին քննարկման թեմա է:

 

Իսկ ինչ մնում է ԵԱՏՄ շրջանականերում առկա իրավիճակին, ապա դիպուկ է Ծառուկյանի դիտարկում-հարցադրումն առ այն, որ այո, միգուցե մենք չենք կարողանում հավուր-պատշաճի օգտագործել ԵԱՏՄ երկու հարյուր միլիոնանոց շուկան: Եթե այս համատեքստում դիտարկում ենք նաև այն արտաքին տրանսֆերտները, որոնք Հայաստան են մուտք գործում ԵԱՏՄ երկրներում արտագնա աշխատանքով զբաղվող մեր հայրենակիցներից, ապա պատկերն ամբողջանում է:

Շուկայի ուսումնասիրությունը լրջագույն խնդիր է: Դա կառավարության բաց թողումն է, որը չի կարողանում առ այսօր, ճիշտ ուղղորդել բիզնեսով զբաղվողներին ու արտադրողներին, թե հատկապես ո՞ր ոլորտների վրա կարելի է կենտրոնանալ և ո՞ր երկիրն ի՞նչ հիմնական ապրանքի պահանջարկ ունի:

Գաղտնիք չէ նաև, որ Ծառուկյանի ղեկավարած կուսակցությունը և քաղաքական դաշինքը, տնտեսական առումով, ներկայացնում են հիմնականում մանր ու միջին բիզնեսի շահերը: Այս հարցադրումները և պնդումներն անելով` Ծառուկյանը հանդես է գալիս նաև իր որդեգրած քաղաքական հայեցակարգի հիմքերից, այն է՝ հնարավորություն ընձեռնել տնտեսվարողներին, ունենալ զարգացման հեռանկար: Հայ տնտեսվարողների համար, նախկին ԽՍՀՄ տարածքները շատ ավելի հասկանալի են ու ծանոթ, ինչպես գնահատման, այնպես էլ իրացման տեսանկյունից: Ուստի պատահական չէ, որ ԲՀԿ առաջնորդը շեշտադրումն անում է հենց այս ասպեկտի վրա:
