Արցախի վերադարձը պետք է դառնա ՀՀ արտաքին քաղաքականության առանցքային նպատակներից մեկը. ՀայաՔվե

«ՀայաՔվե» քաղաքացիական նախաձեռնության խորհուրդը հայտարարություն է տարածել.

«33 տարի առաջ այս օրը իր հայրենիքում արժանապատիվ ապրելու համար պայքարող Արցախի ժողովրդի ընտրյալ պատգամավորները հռչակեցին Լեռնային Ղարաբաղի Հանրապետությունը։

Արցախի ժողովրդի ազատության պայքարի վերջնանպատակը եղել և մնում է վերամիավորումը Մայր հայրենիքի հետ․ ԼՂՀ անկախության հռչակագրում տեղ է գտել հայ ժողովրդի միասնության ձգտումը՝ որպես տրամաբանական շարունակություն ՀԽՍՀ Գերագույն խորհրդի և Լեռնային Ղարաբաղի Ազգային խորհրդի 1989թ․ դեկտեմբերի 1-ի՝

ՀԽՍՀ-ի և Արցախի վերամիավորման մասին համատեղ պատմական որոշման։

Արցախի ազատության ու Մայր հայրենիքին միանալու գաղափարը դրվել է նաև Հայաստանի Հանրապետության սահմանադրա-իրավական հիմքերում։ Հայ ժողովրդի համար անկախ պետականություն ունենալու նպատակներից մեկն էլ եղել է նշված գաղափարի կենսագործումը, ինչն իր արտացոլումն է գտել ՀՀ Անկախության հռչակագրում։

«ՀայաՔվե» քաղաքացիական նախաձեռնությունը ստեղծվել է ի պաշտպանություն այդ կենսական գաղափարի։

Ուստի մենք վերահաստատում ենք մեր նվիրվածությունը Արցախի ազատության, հայ ժողովրդի միասնության հիմնարար գաղափարին, խստորեն դատապարտում ենք ՀՀ գործող վարչախմբի՝ Արցախից հրաժարվելու և այն ՀՀ ինքնիշխանությանը հակադրելու ստահոդ քաղաքականությունը և, ի լուր աշխարհի, հայտարարում ենք․

• Արցախը մեր հայրենիքն է, այն պետք է լինի հայկական, և մենք շարունակելու ենք հետևողական պայքարը Արցախի վերահայացման համար,

• Արցախի կազմակերպված հանձնումն Ադրբեջանին մեծագույն հանցանք է հայ ժողովրդի դեմ, այն պետք է իրավաքաղաքական պատշաճ գնահատական ստանա Հայաստանում տեղի ունենալիք իշխանափոխությունից հետո,

• Արցախի բռնազավթումը և հայաթափումը Ադրբեջանի կողմից նաև մարդկության դեմ ուղղված ծանր հանցագործություն է, որը պետք է միջազգային քաղաքական և քրեաիրավական գնահատական ստանա,


• Արցախի վերադարձը պետք է դառնա Հայաստանի Հանրապետության արտաքին քաղաքականության առանցքային նպատակներից մեկը, այն պետք է ուղեկցվի արցախցիների վերադարձով և իրենց հայրենիքում վերաբնակեցմամբ, ինչը հնարավոր է արցախցիների համայնքները և հավաքական ինքնությունը պահպանելու դեպքում»:
