ԱՄՆ Պետդեպի թեզերը վտանգավոր են դառնում. Միջին միջանցքի հեռանկարները մշուշոտ են

ԱՄՆ պետքարտուղարությունում նոր վիրուս է տարածվել՝ անհեթեթ հայտարարություններ ու թեզեր տարածելու վիրուսը։ Օրերս ԱՄՆ Սենատում փոխպետքարտուղար Օ՛Բրայենն այնպիսի մտքեր է երկնել, որ դուրս են ցանկացած տրամաբանությունից։ Իսկ որևէ սենատոր չի էլ փորձել կտրել վտանգավոր այդ մտքերի ընթացքը։

Եվրասիական լոգիստիկայի մասին դատողություններ անելիս պետքարտուղարության բարձրաստիճան աշխատակիցը հայտարարել է, թե Եվրասիայի ժողովուրդները և, մասնավորապես, ըստ Օ՛Բրայենի, Հայաստանը երազում են խզել կապերը Ռուսաստանի ու Չինաստանի հետ, այդ պատճառով էլ շրջանցող ճանապարհներ են հորինում։ Այդ առասպելը սպառնում է կազմաքանդել պետդեպի՝ լուրջ հիմնարկ լինելու մասին միֆերը։ «Ռուսաստանը երաշխավորել էր Հայաստանի անվտանգությունը 2020-ի պատերազմից հետո և ձախողել այն, երբ Ադրբեջանը վերադարձրեց Լեռնային Ղարաբաղի հարակից շրջանները: Դրանից հետո Հայաստանի բնակչության մեծ մասը ցանկանում է ավելի հեռանալ Ռուսաստանից: Հետևաբար, մենք ստեղծում ենք պայմաններ, որպեսզի դա տեղի ունենա», - ասել է Օ’Բրայենը:

Ըստ Օ՛Բրայենի, եթե Երևանն ու Բաքուն ի վերջո խաղաղության հասնեն առանց Ռուսաստանի մասնակցության և ներգրավվածության՝ ոչ Մոսկվայի պայմաններով, կբացվի մի երթուղի, որը կնվազեցնի Կենտրոնական Ասիայի երկրների կախվածությունը Ռուսաստանից ու Չինաստանից, ինչպես նաև նորանոր դռներ կբացի դեպի համաշխարհային շուկաներին։ «Կենտրոնական Ասիայի երկրներն անհավանական հարուստ են, և հենց հիմա համաշխարհային շուկաներ դուրս գալու նրանց միակ տարբերակն, ըստ էության, Ռուսաստանի կամ Չինաստանի միջոցով է։ Եթե մենք կարողանանք բացել մի երթուղի, որը կանցնի Հայաստանով և Ադրբեջանով, ապա նրանք շատ ավելի քիչ կախվածություն կունենան Ռուսաստանից ու Չինաստանից և ավելի մեծ հասանելիություն համաշխարհային շուկաներին»,- ասել էր ԱՄՆ փոխպետքարտուղարը։

Պետդեպը, ըստ ամենայնի, այդ ժողովուրդներին խառնում է անսկզբունք և կոռումպացված կառավարիչների հետ։ Իսկ Օ՛Բրայենի նշած երթուղին իրականություն դառնալու որևէ շանս չունի։ Նախ, որովհետև այդպիսի ճանապարհը թեև շրջանցում է Ռուսաստանը, բայց չի կարող չհատել Չինաստանը, բոլոր չափորոշիչներով զիջում է ՌԴ-ով անցնող լոգիստիկ ուղիներին, ահռելի ներդրումներ է պահանջում։ Միջին միջանցքը կարդարացներ իրեն, եթե խոսք գնար Չինաստանից և Կենտրոնական Ասիայից Հնդկաստան, Իրան և Թուրքիա և հակառակ ուղղություններով բեռնափոխադրումների մասին, այսինքն, որպես մեկ ուղի, մասնավոր լոգիստիկ դեպք, իսկ դա որպես միակ պանասիական մայրուղի դիտարկելն անփաստարկ հիմարություն է։ Տրանսկասպիական երթուղու համար որևէ խաղացող 3 մլրդ դոլարի վարկ չի վերցնի։

Իլհամ Ալիևն էլ արդեն մեղադրանքներ է հասցեագրել Եվրոպային, որ չի ցանկանում երկարաժամկետ պայմանագրային պարտավորություններ ստանձնել լոգիստիկայի համար։ Մի խոսքով, Պետդեպից մոլորեցնում էին սենատորներին։ Որևէ մեկը (Փաշինյանից բացի) չի պատրաստվում խզել Ռուսաստանի հետ, չի հավատում Միջին միջանցքի հեռանկարներին, չի ցանկանում ներդրումներ անել։
