Իսկ ո՞ւմ «շնորհակալ լինենք» այս բարձիթողի վիճակի և անպատասխանատվության համար. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Օրերս տարածված տեղեկությունը, որ ՌԴ անասնաբուժական և բուսասանիտարական դաշնային ծառայությունը՝ «Ռոսսելխոզնադզորը», արգելք է սահմանել Հայաստանից Ռուսաստան արտահանվող մի շարք գյուղատնտեսական ապրանքների վրա, արագորեն լայն քննարկման առարկա դարձավ: Հատկանշական է, որ ծավալված քննարկման առանցքում, այսպես ասած, «քաղաքական բաղադրիչն էր»՝ տարբեր ձևակերպումներով, մի կողմից՝ թե՝ «Ռուսաստանը պատժում է Փաշինյանի կառավարությանը», մյուս կողմից՝ թե՝ «տեսեք, թե Ռուսաստանն ինչ է անում», և այդպես շարունակ: Ոչ պակաս հատկանշական ու նաև ցավալի է, որ թեման քննարկողներից մեծ մասի ուշադրությունից դուրս մնացին այդ մտահոգիչ տեղեկատվության բուն բովանդակությունն ու արծարծված փաստական ու էական հանգամանքները:

Այդ հանգամանքները հստակ արտացոլված են «Ռոսսելխոզնադզորի» ղեկավարի տեղակալ Կարամզինի պաշտոնական գրության մեջ, որը հասցեագրված է Հայաստանի սննդամթերքի անվտանգության տեսչական մարմնի ղեկավար Արմեն Հայրապետյանին: Ի՞նչ է նշված ռուս պաշտոնյայի այդ գրության մեջ: Առաջինը. Հայաստանից Ռուսաստան արտահանվող պտուղ-բանջարեղենի խմբաքանակի մեջ (լոլիկ, խնձոր) կրկին հայտնաբերվել է սահմանված չափերը գերազանցող պեստիցիդների մնացորդային պարունակություն: Երկրորդ՝ տեղեկանում ենք, որ դա միայն այս տարվա ապրիլ-հունիս ամիսների ընթացքում «Ռոսսելխոզնադզորի» կողմից հայտնաբերված 8-րդ դեպքն է: Երրորդ՝ տեղեկանում ենք, որ «Ռոսսելխոզնադզորը» դեռևս հունիսի սկզբին (հունիսի 5-ին) մեկ այլ պաշտոնական նամակով հայտնել է հայտնաբերած խախտումների մասին՝ խնդրելով նաև տեղեկություններ տրամադրել ձեռնարկված միջոցների, դեպքերի հետաքննության ու դրանց արդյունքների մասին:

Սակայն, ինչպես փաստվում է հրապարակված վերջին գրության մեջ, ոչ մի նման «միջոցառումներ» հայկական կողմը, ի դեմս ՍԱՏՄ-ի, չի ձեռնարկել կամ առնվազն դրանց մասին ոչինչ չի հայտնել Ռուսաստանի գործընկերներին (ՍԱՏՄ-ն միայն երեկ հայտարարություն տարածեց, թե՝ «այս պահին գործադրվում են բոլոր ջանքերը իրավիճակը կարգավորելու ուղղությամբ»): Այստեղ հիմնական հարցերը հետևյալն են. ի՞նչ են արել Հայաստանի պատկան մարմինները՝ պարզելու համար, թե ինչու է պեստիցիդների պարունակության աստիճանը բարձր (ՍԱՏՄ լղոզված պարզաբանումը ոչինչ չի փոխում), ինչո՞ւ իրենց գործողությունների մասին ոչինչ չեն հայտնել ռուսական կողմին, որպեսզի տնտեսվարողները այսօր արգելքի փաստի առաջ չկանգնեին: Մյուս կողմից՝ նույն գյուղմթերքն իրացվում է նաև Հայաստանի ներքին շուկայում:

Ստացվում է, որ պեստիցիդների մնացորդային պարունակությունը շարունակաբար բարձր է, այդ «մթերքն» ուտում ենք մենք, մեր երեխաները, այսինքն՝ մենք ենք թունավորվում պեստիցիդախեղդ «գյուղմթերքով»: Ու թունավորվում ենք ոչ մեկ տարի: Ըստ էության, ինչպես մասնագետներն են շեշտում, այս ամենը վկայում է հանցավոր անգործության մասին՝ թե՛ տնտեսվարողների հետ չաշխատելու, դրա հետևանքով՝ երկրի տնտեսությանը լուրջ վնաս հասցնելու առումով, թե՛ բնակչության առողջության ու սննդի անվտանգությունը չապահովելու, թե՛ Ռուսաստանի գործընկերների հետ նորմալ չաշխատելու առումներով:
