Ովքեր և ինչպես պիտի երկիրը նորից կառավարելի դարձնեն․ Վահե Հովհաննիսյան

Վահե Հովհաննիսյանը  տելեգրամյան իր ալիքում  գրել է․ 

Քաղաքի մի մասը լույս չունի, մյուս մասը՝ ջուր, փողոցները քարուքանդ, ամենաբանուկ խաչմերուկներում ժամերով առանց որևէ կարգավորման։ Երկիրը մեծ հաշվով չի կառավարվում։

Ադրբեջանը կոշտ պահանջներ է դնում, ԱՄՆ-ն ասում է պետք է ծանր փոխզիջումներ լինեն(պարզ է, թե ով պիտի զիջի)։ Այս պայմաններում իշխանությունը գնում է անհոգ արձակուրդի՝ մի ամսով, մի քանի շաբաթով։ Միակ աշխատանքային գործունեությունը հեծանիվն է։

Իրավիճակը ամբողջականանում է ամեն ինչին հարմարվող անմռունչ հասարակության գործոնով։ Ի դեպ, 2020-ին նույն պատկերն էր, երբ օդում կախված էր պատերազմի հոտը, ու մտածելու ունակ մարդիկ հասկանում էին, որ պատերազմն արդեն դռան հետևում է, երկրի նախագահ, վարչապետ, ԱԺ նախագահ և մնացյալ պաշտոնյաներն արձակուրդների էին գնում։ Հասարակությունը՝ նույնպես։ Հիշենք նաև, որ երկիրը նախագահ էլ ունի։ Հիշենք նաև, որ բազմաթիվ ընդդիմադիր լիդերներ էլ ունի, որոնց «արձակուրդաունակությունը» պակաս չէ, և ովքեր ակտիվանում են միայն ուրիշների պրոցեսների ժամանակ՝ քվոտա կամ մասնաբաժին ստանալու համար։

Մյուս կողմից ակնհայտ է, որ ձևավորվել և ձևավորվում է հանրային գործիչների ու հանրային ակտիվի մի համայնք (բավականին պատկառելի), որը գնալու է ինքնակազմակերպման ճանապարհով, և որը պետք է կազմակերպի պետության կազմաքանդման դիմադրությունն ու պատմության գիրկն ուղարկի այս վիճակին հասցրած իշխանությանը (և ընդհանրապես բոլոր նրանց, ովքեր խանգարում են երկրի առողջացմանը)։

Այսօր հրապարակում Բագրատ Սրբազանն է, որի գործոնն ունի միաժամանակ կոնսոլիդացման և դաշտի մաքրման մեծ պոտենցիալ։ Մարդը, որը չունի նյութական ակնկալիքներ և շարժմանը միացողներից պահանջում է անել նույնը, կարող է հասնել դաշտի առողջացմանը՝ համախմբելով գաղափարական տարբեր դաշտերում գործող, բայց երկրի հանդեպ սեփական պատասխանատվությունը գիտակցող լայն շրջանակների։ Նոր հանրային դաշտն իրական այլընտրանք պիտի դառնա գործող իշխանություններին, որոնց ապաշնորհության (կամ՝ պայմանավորվածությունների) հետևանքով պետությունը ներսից ու դրսից անկառավարելի է դարձել։

Հանրությանը պիտի ներկայացվի իրավիճակը շտկելու և երկրի կառավարելիությունը վերադարձնելու հստակ, հասկանալի տեսլական։ Հակառակ դեպքում ստացվում է, որ մեր երկրին համ դրսից են հոշոտում, համ մենք մեր վարքագծով՝ ներսից։
