ԱՄՆ-ը զգալի ներդրումներ է անում հանքարդյունաբերության ոլորտում․ ի՞նչ է անում Հայաստանը

Հանքարդյունաբերության մեջ մեծ ներդրումներ են անում ոչ միայն զարգացող երկրները, քանի որ ակնհայտ է, որ նոր տեխնոլոգիաները՝ էլեկտրամոբիլներից մինչև արևային վահանակներ՝ շեշտակի բարձրացրել են մետաղների հանդեպ պահանջարկը, այլև մեծ յոթնյակի երկրները։

Անցյալ շաբաթ հայտնի դարձավ, որ ԱՄՆ Էներգետիկայի նախարարության վարկային ծրագրերի գրասենյակն այսուհետ ֆինանսական միջոցներ է տրամադրելու նաև կարևոր օգտակար հանածոների (օրինակ՝ լիթիումի) արդյունահանմամբ զբաղվող հանքարդյունաբերական նախագծերին, որոնք կֆինանսավորվեն մաքուր էներգիայի ծրագրի համար նախատեսված 72 միլիարդ ԱՄՆ դոլարի վարկային փաթեթից։

Նախկինում վերոնշյալ վարկային ծրագրերի գրասենյակից լիթիումի արդյունահանման ոլորտին (օրինակ՝ «Lithium America’s Thacker Pass» և «Ioneer’s Rhyolite Ridge» նախագծերը) ֆինանսական միջոցներ տրամադրվել են առաջադեմ տեխնոլոգիական մեքենաների արտադրության 55 միլիարդ դոլարի վարկային ծրագրից:

Վարկային միջոցների տրամադրումը շատ կարևոր է հանքարդյունաբերության ոլորտի համար՝ հատկապես, երբ հաշվի ենք առնում ԱՄՆ-ում լիթիումի նախագծերի համար մեծ կապիտալ ներդրումների ներգրավման անհրաժեշտությունը՝ լիթիումի ուղղակի արդյունահանման համար պահանջվող առաջադեմ տեխնոլոգիաների կիրառումը ապահովելու համար:

Մինչ հարևան Ադրբեջանը հաշվում է Հայաստանի հանքերը, արդյոք մենք լիարժեք ենք օգտվում մեր հանքային ռեսուրսներից։ Հատկապես հաշվի առնելով, որ նույնիսկ ԱՄՆ-ն է պետական միջոցներ ներդնում այս ոլորտում, ակնհայտ է, որ սա ռազմավարական նշանակության ոլորտ է արդեն ամբողջ աշխարհի համար։ Եթե նայենք խոշոր հարկատուների ցանկը, ակնհայտ է, որ եթե ընդամենը 6-7 տարի առաջ առաջին հարկատուների տասնյակում մի քանի հանքարդյունաբերական ընկերություն կար, այսօր առաջին հորիզոնականներում միայն Զանգեզուրի պղնձամոլիբդենայինն է մնացել։ Այլ խոշոր գործող հանքարդյունաբերական ծրագիր Հայատանն այս պահին չունի՝ ՎՏԲ-ի դեմ պատժամիջոցների պատճառով Թեղուտը չի աշխատում նախկին ծավալով, Սոթքի մի մասն անցավ ադրբեջանական սահմանից այն կողմ։ Ամուլսարն այդպես էլ չի սկսել աշխատել և Ամուլսարում արդեն գրեթե երկու տարի առաջ հայտարարված եվրասիական բանկի ներդրումներից առայժմ լուր չկա։

Մինչդեռ մետաղի գներն աշխարհում աճում են, իսկ հայաստանյան հանքարդյունաբերությունը դուրս է մնում մրցակցությունից։ Ոսկու գինն անցյալ ամիս հատեց պատմական ռեկորդը։ Օրերս ամերիկյան հեջ ֆոնդերից մեկի հայտնի կառավարիչ Պիեռ Անդուրանդն կանխատեսել է, որ առաջիկա մի քանի տարիներին պղնձի գինը գրեթե չորս անգամ կաճի՝ կազմելով 40․000 ԱՄՆ դոլար մեկ տոննայի դիմաց, քանի որ աճող պահանջարկը հանգեցնում է կարմիր մետաղի համաշխարհային պաշարների նվազմանը: Ի դեպ, պղինձն այս տարի թանկացել է գրեթե 20 տոկոսով՝ նախորդ շաբաթ հասնելով մեկ տոննայի համար ռեկորդային 11․000 ԱՄՆ դոլարի:

Այս տենդենցից օգտվելու են այն երկրները, որոնք համապատասխան միջոցներ ու ռեսուրսներ կներդնեն իրենց հանքարդյունաբերական ոլորտ։ Ու նույնիսկ այս առումով Ադրբեջանը, որն արդեն իսկ Արցախի տարածքի հանքերի շահագործման համար արտերկրյա ներդրողներ է ներգրավել, զգալիորեն առաջ է Հայաստանից։
