Դիվանագետների համահայկական խորհրդի Հայտարարությունը

Հայաստանում խորքային փոփոխությունների պահանջով սկիզբ առած ընդվզումն այսօր վերածվել է համաժողովրդական անհամաձայնության Շարժման՝ կառավարության հրաժարականի հստակ ձևակերպմամբ։ Ի պատասխան ժողովրդավարական կարգախոսներով իշխանության եկած վարչախումբը խաղաղ ակցիաների մասնակիցների և նրանց համակիրների նկատմամբ, առանց խտրականության, սկսել է կիրառել ռեպրեսիաների ամբողջ գործիքակազմը։

Հետապնդվում և ահաբեկվում են հասարակության գրեթե բոլոր շերտերը, որոնք այս կամ այն առումով աջակցում կամ կիսում են շարժման գաղափարները։ Համատարած ձերբակալություններ, կալանավորումներ, քաղաքական հայացքների համար բանտարկումներ, մարդկանց աշխատանքից անօրինական ու անհիմն ազատումներ, լրագրողների մասնագիտական գործունեությանը խոչընդոտումներ, այդ թվում բիրտ ու անհամաչափ ուժի կիրառմամբ, ուսանողության նկատմամբ կողմնակալ վերաբերմունք և անուղղակի ճնշումներ, գործարար հատվածի ներկայացուցիչների իրավական հիմքից զուրկ ստուգումներ, ահաբեկումներև այլն. սա՛ է ներկայիս իշխանությունների “ժողովրդավարական” դեմքը։ Ավելին, բռնաճնշումների թիրախ են դարձել մեր հասարակության ամենախոցելի մասը՝ արցախցիները, ովքեր Ադրբեջանի սանձազերծած էթնիկ զտման և ցեղասպանական քաղաքականության հետևանքով ընդամենը մի քանի ամիս առաջ զրկվել են իրենց Հայրենիքից։

Սահմանադրության հերթական կոպտագույն խախտմամբ ոտնահարվում են պատգամավորների անձեռնմխելիության և ազատ տեղաշարժի իրավունքները։ Ներքին հաշտության և տարածաշրջանում արդար խաղաղության ձևակերպված պահանջով լայն շարժմանն իշխանությունը հակադրում է բացառապես բռնի ուժ և ռեպրեսիաներ։

Վարչախումբը, անցնելով բոլոր հնարավոր կարմիր գծերը, ամենագռեհիկ ու ստոր մեթոդներով աննախադեպ արշավ է սկսել Հայաստանյայց Առաքելական Սուրբ Եկեղեցու դեմ՝ վիրավորելով միլիոնավոր հավատացյալ քաղաքացիների զգացմունքներն ու արժանապատվությունը, վարքագիծ, որը ստալինյան փուլից հետո երբևէ չէր արձանագրվել։ Այս ամենը խորապես հակաժողովրդավարական է, ուղղակիորեն ոտնահարում է մարդու իրավունքների և ազատությունների հիմնարար սկզբունքները և հրահրում է ներքին էսկալացիա ու անհանդուրժողականություն։

Դիվանագետների համահայկական խորհուրդը, խստագույնս դատապարտելով վերոհիշյալ անընդունելի երևույթները, կոչ է անում Հայաստանում հավատարմագրված օտարերկրյա դիվանագիտական ներկայացուցչություններին և միջազգային կազմակերպություններին սկզբունքային գնահատական տալու շարունակվող անօրինականություններին՝ կանխելու համար Հայաստանի վերջնական անկումը դեպի ավտորիտարիզմ և բռնապետություն։ Այս տարօրինակ լռությունն ընդհատելու ժամանակն է։
