Գյուղատնտեսությունն անկում է ապրել ոչ թե 0,6 տոկոսով, այլ՝ շատ ավելի. Նաիրի Սարգսյան. 1or.am

Ապրիլի 11-ին խորհրդարանում ԱԺ տնտեսական հարցերի մշտական հանձնաժողովի նախագահի տեղակալ Բաբկեն Թունյանը ներկայացրեց, որ 2023 թվականին մեր տնտեսությունն աճել է 8,7 տոկոսով, ինչը բավական բարձր ցուցանիշ է:

Վերջին երեք տարվա ընթացքում ՀՀ տնտեսության իրական աճը 29,5 տոկոս է, և միջին տարեկան աճն այս ընթացքում եղել է 9,8 տոկոս, ինչը մեր առջև դրած թիրախից բարձր է:

Անցյալ տարի, 12-ամսյա կտրվածքով, այսինքն՝ 2023 թվականի դեկտեմբերը նախորդ տարվա դեկտեմբերի համեմատ, ունեցել ենք ոչ թե գնաճ, այլ գնանկում 0,6 տոկոսային կետի չափով, իսկ միջին գնաճը տարեկան կազմել է 2 տոկոս:

Ըստ Թունյանի՝ միակ ոլորտը, որտեղ տնտեսությունն աճ չի գրանցել, ինչպես նաև անկում է արձանագրել, գյուղատնտեսությունն է: Սակայն Թունյանը համաձայն չէ վիճակագրության հետ, նշում է, որ ցածր ցուցանիշը պայամանավորված է վիճակագրական տվյալների թերի լինելով։

Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը համամիտ է Թունյանի հետ. վիճակագրական տվյալներին պետք չէ վստահել։

«Չի էլ կարող համաձայն լինել վիճակագրական տվյալների հետ։ Ինքը քաջ գիտակցում է, որ վիճակագրությունը կեղծված է, բայց իրենք նույնիսկ դա են մանիպուլացնում և իրենց օգտին ներկայացնում։ Ճիշտ է, վիճակագրության հետ պետք է համաձայն չլինել, քանի որ գյուղատնտեսությունն անկում է ապրել ոչ թե 0,6 տոկոսով, այլ՝ շատ ավելի։

Իշխանությունը չի խոսում գյուղատնտեսության ոլորտում իրենց ձախողումների մասին։ Ինչո՞ւ է գյուղատնտեսությունն անկում ապրել։ Սկսենք այգեգործությունից։ Օրինակ՝ խաղողի մթերման ոլորտում: Գյուղացին շահագրգռված չէ խաղողի աճեցմամբ զբաղվելու, քանի որ միշտ ունենում են համատարած վնասներ։ Պետությունն իրականացնում է սխալ քաղաքականություն՝ ֆինասավորում է ոչ թե գյուղացիական տնտեսությունները, այլ՝ գործարանները, ովքեր այդ փողը վերցնում են, ցույց են տալիս իբր գյուղացիներից գնում կատարեցին, սակայն քաղը սկսելիս քաշի անկում է գրանցվում, իսկ տարբերության հաշվին, օրինակ, սպիրտ են գնում և կոնյակ արտադրում։ Հաջորդը՝ գյուղատնտեսության խթանիչ ծրագրեր կային ջերմոցագործության ոլորտում, բայց ջերմոցային տնտեսությունները համատարած վնաս են կրում՝ չեն կարողանում արտադրանք տալ, որովհետև կառավորւթյան ծրագրերը սխալ էին հաշվարկված։

Ովքեր օգտվել են խելացի անասնագոմերի ծրագրից, անկում են գրանցում։ Այսինքն՝ կառավարության խթանիչ ծրագրերն իրականում խոչընդոտող քաղաքականություն են, և տրամաբանական է, որ պիտի անկում գրանցվի։ Շարունակվելու է անկումը, քանի որ ակտիվ ներգրավված են Թուրքիայի հետ սահմանների բացելու գործընթացում։ Թուրքական ապրանքն այժմ էլ մրցունակ գներով մտնում է մեր շուկա։ Աստված մի արասցե, որ սահմանների բացումը տեղի ունենա, գյուղատնտեսությունն ավելի մեծ անկում է գրանցելու»,- 1or.am-ին հանգամանալից բացատրեց Սարգսյանը։
