Լուրջ բացահայտումներ ՔԿՀ-ներում. որն է ՀՀԿ-ի օգտին աշխատելու գինը. «Ժողովուրդ»

«Ժողովուրդ» օրաթերթը գրում է. ««Ժողովուրդ»-ի տեղեկություններով՝ ՀՀ գլխավոր դատախազությունը ՔԿՀ-ներում լուրջ բացահայտումներ է արել: Պարզվում է՝ բաց ռեժիմում պատիժը կրող դատապարտյալները վերջին տարիներին արտոնյալի կարգավիճակում են եղել. պարբերաբար լքել են ՔԿՀ-ն եւ հակառակ օրենքով նախատեսված պահանջի՝ սահմանված ժամկետում չեն ներկայացել կալանավայր:

Այս իրավիճակը, սակայն, պատահական չէ. Հայաստանում ընտրությունների «կազմակերպման» գործում լուրջ դերակատարություն ունեն քրեական տարրերն ու թաղային հեղինակությունները, որոնց վրա է դրված տեղամասերի շրջակայքում վերահսկողություն սահմանելու, մարդկանց քվեարկության տանելու եւ ՀՀԿ օգտին ձայներ հավաքելու գործընթացը: Եվ այդ առումով վաղուց ի վեր ձեւավորված պրակտիկա է՝ իշխանություններն ընտրություններից առաջ ազատ են արձակում «ձայն բերող» քրեական տարրերին՝ պայմանով, որ նրանք աշխատեն ՀՀԿ օգտին:

Եվ ահա չի բացառվում, որ իրականացված բացահայտումները այս գործընթացի հետեւանքն են. քրեական տարրերը աշխատել են ՀՀԿ օգտին, եւ իշխանությունները նրանց այդպես են վարձահատույց եղել. աչք են փակել ՔԿՀ-ում նրանց չգտնվելու վրա»:
