Քաղաքական արմատական վերափոխումներն ու իշխանափոխությունը անխուսափելի են․ Դավիթ Անանյան

Դավիթ Անանյանը ֆեյսբուքյան իր էջում գրում է․

 

Վերջին սրընթաց զարգացումները ցույց են տալիս, որ հասարակության մեջ այս պահին առկա է կոնսենսուս՝ Նիկոլ Փաշինյանի հրաժարականի անհրաժեշտության վերաբերյալ։ Այնուամենայնիվ, հստակություն չկա նրա հեռանալու մեթոդների և նոր օրակարգի (իրատեսական և կոնկրետ անելիքների ցանկի), ինչպես նաև վերջինս ձևավորելու ունակություն ունեցող լավագույն թեկնածուների շուրջ։
 
Քաղաքական արմատական վերափոխումներն ու իշխանափոխությունը, բնականաբար, անխուսափելի են, որոնց բարեհաջող իրականացումը պահանջում է բազմաթիվ գործոնների դիտարկում, որոնցից ամենակարևորները, թերևս հետևյալներն են.
 
1. Քաղաքական լիդերի անձի կարևորությունը. քաղաքական անկայունության, արտաքին անվտանգության խաթարման և հանրային ընդվզումների արդի ժամանակաշրջանում քաղաքական լիդերի անձը զգալի ազդեցություն է ունենալու նոր օրակարգի շուրջ համախմբվելու՝ հասարակության ունակության վրա: Քաղաքական լիդերը ոչ միայն պետք է ունենա հստակ տեսլական, այլ նաև կարողություն ոգեշնչելու ուրիշներին հետևել իրեն: Նոր օրակարգն առաջ մղելու համար անհրաժեշտ է, որ լիդերը լայն վստահություն վայելի ոչ միայն երկրի ներսում, այլև արտերկրի տարբեր հարթակներում և ասպարեզներում: Այս վստահությունը առանցքային է փոփոխությունների իրականացման համար անհրաժեշտ աջակցության և ռեսուրսների ապահովման համար: Արդյունավետ լիդերը պետք է բարեփոխումներ իրականացնելու և վերափոխման գործընթացը կառավարելու վճռականություն և իրավասություն ունենա, ներառյալ՝ դիմադրության և խոչընդոտների դեմ պայքարելու կարողությունը:
 
2․ Քաղաքական դերակատարների և հասարակության դերը․ քաղաքական վերափոխումների և իշխանափոխություն իրականացնելու հաջողությունը մեծապես կախված է լինելու քաղաքական դերակատարների (քաղաքական կուսակցություններ, անհատ գործիչներ)՝ երկխոսության և փոխզիջումներ փնտրելու և համախմբվելու պատրաստակամությունից: Սա ենթադրում է մի կողմ դնել զուտ կուսակցական շահերը՝ ազգային նպատակներին հասնելու համար: Կարևոր է, որ անցումային (ազգային համաձայնության) կառավարության ձևավորման և քաղաքական բարեփոխումների գործընթացը նախապես քննարկելիս քաղաքական դերակատարները՝ ճիշտ գնահատելով մեր երկրի առջև ծառացած գոյութենական հիմնախնդիրների առաջնահերթությունը, զերծ լինեն շահադիտական քաղաքական սակարկություններից՝ ապահովելու անցումային կառավարության կայունությունն ու լեգիտիմությունը:
 
3. Քաղաքացիական հասարակության ակտիվ մասնակցություն. Կարևոր է, որ քաղաքացիական հասարակությունը դուրս գա թմբիրի վիճակից և առանցքային դերակատարում ունենա քաղաքական փոփոխություններին աջակցելու, գործընթացների թափանցիկության և հաշվետվողականության ապահովման գործում:
 
Ակնհայտ է, որ նոր քաղաքական օրակարգի մշակումն ու իրագործումը պահանջում է թե՛ քաղաքական առաջնորդների, և թե՛ հասարակության բոլոր մակարդակների համատեղ ջանքերը: Հաջողության հիմնական գործոններն են՝ իսկական առաջնորդությունը, փոխզիջումների գնալու պատրաստակամությունը և քաղաքացիների և հասարակության տարբեր հատվածների ակտիվ աջակցությունը: Այս համատեքստում և՛ առաջնորդի անձը, և՛ ընդհանուր քաղաքական կամքը վճռորոշ դեր են խաղալու ազգային զարթոնքի, պետականության վերականգնման և կայուն զարգացման հիմքեր ձևավորելու գործում:
