Բաքուն չի աջակցում Երևանի՝ Հարավային Կովկասում ԵՄ դիտորդական առաքելության հրավերին, ինչը կասկածի տակ է դնում առաքելության արդյունավետությունը. այս մասին, ՏԱՍՍ-ի փոխանցմամբ, ասել է ՌԴ նախագահի մամուլի քարտուղար Դմիտրի Պեսկովը:

«Հարցն այն է, թե ի՞նչ են դիտարկում և արդյոք Ադրբեջանը ճանաչո՞ւմ է այդ առաքելությունը: Եթե ճիշտ ենք հասկանում, ադրբեջանական կողմը շատ բացասական է վերաբերվում այդ առաքելության գործառույթներին, և ես կասկածում եմ, որ այնտեղ ըմբռնումով կմոտենան նման մանդատին»,- ասել է Պեսկովը։

Նրա խոսքով, «սա Երևանի միակողմանի որոշումն է»:

Նշենք, որ ՀՀ ԱԺ-ն այսօր ընդունել է «Հայաստանի Հանրապետության և Եվրոպական միության միջև ՀՀ-ում ԵՄ առաքելության կարգավիճակի մասին» համաձայնագիրը վավերացնելու նախագիծը: Որոշումն ընդունվել է 57 կողմ և 27 ձեռնպահ ձայներով։

Նշենք, որ Եվրոպական խորհրդի որոշմամբ` մշտական հիմունքներով ԵՄ դիտորդական առաքելությունը Հայաստանում պաշտոնապես տեղակայվել է 2023 թվականի փետրվարի 20-ից: Մինչ այդ՝ 2022 թվականի հոկտեմբերից, առաքելությունը Հայաստանում էր ժամանակավոր հիմունքներով։

Ըստ համաձայնագրի` դիտորդների կարգավիճակը մոտ է դիվանագիտական կարգավիճակին այն իմաստով, որ նրանք և նրանց ծառայողական գույքը (մեքենաներ, տեխնիկա և այլն) ենթակա չեն մաքսային զննման և Հայաստանում գրանցման ստանդարտ ընթացակարգերի:

Դիտորդները կօգտվեն իրավական անձեռնմխելիությունից՝ իրենց դիտորդական գործառույթների կատարման առումով։ Այն շենքերը, որտեղ գտնվում է առաքելությունը, անձեռնմխելիության կարգավիճակ կունենան և խուզարկության ենթակա չեն լինի։ Առաքելության նամակագրությունն ու արխիվները նույնպես անձեռնմխելի կլինեն։

Համաձայն վերոնշյալ նախագծի՝ Եվրամիությունն իրավունք ունի ԵՄ ոչ անդամ երկրներին մասնակից դարձնել ԵՄ դիտորդական առաքելությանը:

Ներկայում Հայաստան-Ադրբեջան սահմանին առաքելություն իրականացնող եվրադիտորդների թիվը 209 է (նախկին 138-ի փոխարեն):
