Ինչի՞ արդյունքում է աճել Հայաստանի արտաքին ապրանքաշրջանառությունը. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Պաշտոնական տվյալներով, 2024 թվականի հունվարին Հայաստանի արտաքին ապրանքաշրջանառությունը աճել է մոտ 79 տոկոսով և կազմել շուրջ 2,1 մլրդ դոլար: Ինչ խոսք, տպավորիչ ցուցանիշ է: Իսկ ինչի՞ արդյունքում է եղել այդ աճը: Որքան էլ արտաքուստ զարմանալի թվա, այդպիսի ցուցանիշը առաջին հերթին Ռուսաստանի հետ ապրանքաշրջանառության կտրուկ աճի հետևանք է:

Բանն այն է, որ Ռուսաստանի հետ Հայաստանի «առևտուրն» անցած տարվա նույն ժամանակահատվածի համեմատ աճել է 93,3 տոկոսով՝ կազմելով 861,4 մլն դրամ: Նույնը, սակայն, հնարավոր չէ ասել, Եվրամիության պարագայում: Եթե ԵՄ անդամ երկրների հետ ապրանքաշրջանառությունը անցած տարի մի փոքր աճ էր գրանցել, ապա այս տարվա հունվարին արձանագրվել է 28,2 տոկոս անկում՝ կազմելով ընդամենը 140,4 մլն դոլար: Ավելին, Ֆրանսիայի հետ «առևտուրը» նվազել է 52,7 տոկոսով (6,4 մլն դոլար): Ի դեպ, ԱՄՆ-ի հետ ապրանքաշրջանառությունը աճ է գրանցել, սակայն ընդամենը 3,9 տոկոսով, ու կազմում է սոսկ 51,4 մլն դոլար:

Այսինքն, որպեսզի Մոսկվայի հետ կոնֆրոնտացիայի գնացող Հայաստանի իշխանությունները կարողանան Ռուսաստանին փոխարինողներ գտնել, ապա հավաքական Արևմուտքը Հայաստանի հետ ապրանքաշրջանառությունը պետք է ավելացնի մոտ 6 անգամ: Թվում է՝ դա այնքան էլ անհնար չէ՝ հաշվի առնելով, օրինակ՝ ԱՄԷ-ի փորձը, որը 2024 թ. հունվարին անցած տարվա նույն ժամանակահատվածի համեմատ Հայաստանի հետ ապրանքաշրջանառությունն ավելացրել է 7 անգամ: Բայց, նախ՝ նույնիսկ նման աճի պայմաններում ծավալը կազմել է 338,9 մլն դոլար, այսինքն՝ երկուսուկես անգամ պակաս, քան Ռուսաստանի ցուցանիշն է, և հետո՝ այդ թվերի մեջ առյուծի բաժինը կազմում է ռուսական կապիտալի «ռելոկացիան»:

Ինչի՞ մասին են այս թվերը: Ըստ տնտեսագետների, առաջին հերթին այն մասին, որ Հայաստանի տնտեսության դիվերսիֆիկացիայի մասին խոսակցությունները զուտ քաղաքական են՝ առանց տնտեսական հաշվարկների: Ավելին, մեզ հետ զրույցում առանձին տնտեսագետներ կարծիք էին հայտնում, որ դա ուղղակի ֆանտաստիկայի ժանրից է, ու հիմնական գործընկերոջ հետ հարաբերությունները վերջնականապես փչացնելուց առաջ պետք է շատ լուրջ մտածել հնարավոր ծանր հետևանքների մասին:
