Խայտառակ քրեածին իրավիճակ, հանցավորության սարսափելի աճ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Հայաստանում հանցագործությունների թվի ու բովանդակության վերաբերյալ Ազգային վիճծառայության հրապարակած տվյալները, քիչ է ասել, թե ահավոր են ու սարսափազդու: Դա ուղղակի խայտառակություն է, առաջին հերթին՝ Փաշինյանի գլխավորած իշխանության, նրա ՆԳՆ-ի, ոստիկանության, իրավապահ մարմինների կատաստրոֆիկ վատ աշխատանքի «արդյունքների» արձանագրումը: 2022-ի համեմատ 2023 թվականին գրանցված հանցագործությունների թիվն աճել է 3 հազար դեպքով: Այն է՝ 2022 թվին արձանագրվել է 37612 հանցագործություն, իսկ 2023-ին արդեն՝ 40666 հանցագործություն: Դա ինքնին արդեն իսկ վատ է: Բայց արձանագրված հանցագործությունների «որակական» բովանդակությունն էլ ավելի ահավոր է:

Այսպես. սպանության դեպքերն աճել են կրկնակի. եթե 2022-ին գրանցվել է 542 սպանություն, ապա անցյալ տարի այդ սև «ցուցանիշը» հասել է արդեն 1187-ի: Միայն մի պահ խորհեք, էլի, միայն անցյալ տարի Հայաստանում տեղի է ունեցել 1187 սպանություն: Այսինքն, տարվա ամեն օրվա ընթացքում միջինը 3 սպանություն է կատարվել: Մեկուկես անգամ աճել է սպանության փորձերի թիվը՝ 65 դեպք (2022-ին եղել է 46): Կրկնակի աճել են թրաֆիքինգի դեպքերը (19 դեպք՝ նախորդ տարվա 8-ի դիմաց): Առհասարակ, աճել են «միջին ծանրության», «ծանր» և «առանձնապես ծանր» հանցագործությունները. համապատասխանաբար՝ 13913, 6169 և 1679 դեպք (2022-ին եղել է՝ 11183, 5092 և 880): Կարելի է շարունակել վիճակագրական (պաշտոնական) տվյալների թվարկումը, բայց արդեն նշվածն էլ առավել քան բավարար է՝ պատկերացում կազմելու համար: Չնայած, ի՞նչ «պատկերացում կազմելու» մասին է խոսքը, եթե մենք այդ իրականության մեջ ապրում ենք:

Գրեթե օր չի անցնում, որ լրահոսում չհանդիպենք սպանության, դանակահարության, միտումնավոր վնասվածք պատճառելու մասին տեղեկությունների, այստեղ կամ այնտեղ, մայրաքաղաքի կամ այլ քաղաքի այս կամ այն վայրում կրակոցների մասին լուրերի: Սա ի՞նչ է նշանակում: Իսկ սա, ինչ էլ ասվի, ամենից առաջ նշանակում է գործադիր իշխանության և իրավապահ համակարգի վատ աշխատանք: Դե, եթե մի երկրում ոստիկանության, ՆԳ նախարարության, իրավապահ մարմինների ամբողջ «բանուգործը», միակ խնդիրը լինի Նիկոլ Փաշինյանի քմահաճույքները կատարելը, լինի նրա քմահաճույքով քաղաքական ռեպրեսիաներ իրականացնելը, խաղաղ բնակչության վրա հարձակվելը, մարդկանց քաղաքական հայացքների համար հանիրավի կալանավորելը, խոշտանգելը, հետապնդելը, ապօրինի լրտեսելը, գաղտնալսելը և այլն, և այդպես շարունակ, ապա պարզ է, որ հանցավորության վիճակն էլ այս պիտի լինի:

Եվ ի՞նչն է հատկանշական. ոստիկանները միլիարդավոր դրամների պարգևատրումներ են ստանում Փաշինյանից: Հասկանալի է՝ նրա իշխանությունը, նրա բռնապետական, ոստիկանապետական ռեժիմը պահպանելու համար: Այնպես որ, եթե սպանությունները եռապատկվեն էլ, իրենց առանձնապես չի էլ անհանգստացնի:
