Միակ ճիշտ քայլը՝ ինստիտուցիոնալ արագ հակազդեցություն

Մեկ հոգին իր շքախմբի մի քանի անդամներով ճակատագրական որոշումներ է կայացնում ողջ պետության ու ժողովրդի համար և անունից։

Թեև դա կոչվում է պաշտոնական Երևանի տեսակետ, սակայն նրա լեգիտիմ հիմքերը խոցելի են մեկ պարզ պատճառով. թիմը եկել է իշխանության այլ ծրագրով, և իրականացնում է լրիվ հակառակը։ Հայաստանի հանդեպ հարևանների և խոշոր տերությունների վերջնական որոշումներին քիչ ժամանակ է մնացել (թուրքերը հիմա համբերատար սպասում են այդ որոշմանը), և հիմնական ճշտվելիք հարցը հետևյալն է. արդյո՞ք կատարվողը իշխող խմբակի կարծիքն է, թե՞ ողջ հայ ժողովրդի, նրա ինստիտուտների և վերնախավերի։ Հետևաբար այս կարևոր ջրբաժանի պահին բոլոր ոչ իշխանական համակարգերի՝ ընդդիմադիր խմբակցություններ, գոյություն ունեցող կուսակցություններ, հասարակական-փորձագիտական կազմակերպություններ, հանրային միավորներ, իհարկե՝ եկեղեցին,  և այլն, պարտավոր են ձևակերպել ինստուտուցիոնալ այլընտրանքային տեսակետ մի շարք կարևորագույն հարցերի շուրջ։ Անհատական կարծիքը և գնահատականները բավարար չեն, իրավիճակը պահաջնում է ինստիտուցիոնալ դիմադրություն և հստակություն։ Մենք իրավունք չունենք կրկնելու Արցախի շրջափակման 9 ամիսների մեղմ ասած անողնաշար և առանց անելիքի իմացության պահվածքը։ Ավելի ուշ դրա գնահատականները կտրվեն, թե ո´վ իրեն ինչպես պահեց։ Բայց հիմա դրա ժամանակը չէ, հիմա ուղղակի ճիշտ աշխատելու ժամանակն է։

Տեխնիկապես ինչպե՞ս դա կարվի, էական չէ՝ առանձին հայտարարություններ, թե ի սկզբանե միասնական փաստաթուղթ։ Կարևորը փաստաթղթի կամ փաստաթղթերի որակն է՝ գրագետ, ռացիոնալ, պետական մտածողության գերիշխմամբ, առանց գավառական հայրենասիրության տարրերի։  

Ոչնիկոլական հանրությունը պետք է հստակ դիրքավորվի մի քանի կարևորագույն հարցերի շուրջ.  

1.     Հայ-ռուսական հարաբերություններ

2.     ՀԱՊԿ շրջանակներում աշխատանք

3.     Արևմուտքի հետ ճիշտ օրակարգային հարաբերություններ

4.     Ադրբեջանի հետ ավելի լուրջ և երկարաժամկետ խաղաղության պայմանագրի կնքման վերաբերյալ հաստատակամություն

5.     Տարածաշրջանում կայուն, արդար խաղաղության և համագործակցության շուրջ հստակ պատրաստակամություն

Սա նվազագույնն է, որ մենք պետք է անենք՝ իրավիճակը փրկելու համար։ Սա ստեղծելու է կամ սկիզբ է դնելու նոր ներհասարակական տրամադրությունների և պրոցեսների։ Սա ճիշտ պահն է՝ արձանագրելու, որ Հայաստանը միայն ՄԵԿ հոգին չէ, և սա ճիշտ պահն է՝ ներհանրային հաշտության գնալու։ Թուրքական ռումբերը չեն նայելու մեր քաղաքական, անհատական կամ գեոպոլիտիկ նախասիրություններին։ Մեր խնդիրն է՝ այդ ռումբերը թույլ չտալ։ Եթե այս հանգուցային պահին մենք ոչինչ չանենք, ապա ինչի՞ համար են ուրեմն այդ բոլոր ինստիտուտները, էլ ո՞ր իրավիճակի, ո՞ր պահի համար։
