ԵԱՀԿ Մինսկի խմբի ամերիկյան համանախագահը հրապարակել է Լեռնային Ղարաբաղի հակամարտության կարգավորման հիմնական կետերը

ԵԱՀԿ Մինսկի խմբի ամերիկյան համանախագահ Ռիչարդ Հոգլանդը հրապարակել է Լեռնային Ղարաբաղի հակամարտության կարգավորման հիմնական կետերը: Համապատասխան հայտարարությունը ներկայացնում ենք ստորև:

Հաշվի առնելով Լեռնային Ղարաբաղի բարդ պատմությունը, կողմերը պետք է սահմանեն դրա վերջնական իրավական կարգավիճակը ապագայում՝ փոխադարձ համաձայնությամբ եւ իրավական պարտավորեցնող կամարտահայտմամբ:

Նախկին Լեռնային Ղարաբաղի ինքնավար մարզի սահմանների մեջ գտնվող տարածքին, որը Բաքվի կողմից չի վերահսկվում, պետք է ժամանակավոր կարգավիճակ տրվի, որն առնվազն ապահովում է անվտանգության եւ ինքնավարության երաշխիքներ։

Լեռնային Ղարաբաղի շուրջ գրավված տարածքները պետք է հանձնվի Ադրբեջանի վերահսկողությանը։ Այնտեղ չի կարող լինել որեւէ բնակեցում՝ առանց հաշվի առնելու Ադրբեջանի ինքնիշխանությունը։ Այդ տարածքների նկատմամբ Ադրբեջանի ինքնիշխանությունը պետք է վերականգնվի:

Պետք է լինի միջանցք, որը կմիացնի Հայաստանը Լեռնային Ղարաբաղի հետ: Այն պետք է լինի բավականաչափ լայն՝ անվտանգ փոխադրումների ապահովման համար։ Սակայն այն չի կարող ներառել Լաչինի ամբողջ շրջանը:

Հարատեւ կարգավորումը պետք է ճանաչի բոլոր տեղահանված անձանց եւ փախստականների իրավունքը՝ վերադառնալ բնակության նախկին վայր:

Կարգավորումը պետք է իր մեջ ներառի անվտանգության միջազգային երաշխիքներ, որոնք կներառեն խաղաղարար միջոցառումներ: Գոյություն չունի սցենար, որում խաղաղությունը կարող է ապահովված լինել առանց լավ նախապատրաստված խաղաղ գործողությունների, որոնք վայելում են բոլոր կողմերի վստահությունը:
