Խաղաքարտերը բացեց. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Կառավարությունը, որ մի քանի տարվա մեջ այդպես էլ չի իրականացրել 60-70 տնից բաղկացած գյուղ կառուցելու իր ծրագիրը, որոշել է, որ «Ակադեմիական քաղաք» է կառուցելու: Ու ոչ թե Երևանից դուրս, այլ մայրաքաղաքի «ննջարանային» արվարձաններից մեկում: Հաշվի առնելով, թե հատկապես ո՛ր կառավարությունն է նման «ծրագիր» մշակել, կարելի է չկասկածել, թե ինչ ճակատագիր է ունենալու «Ակադեմիական քաղաք» ասվածը, առավել ևս, որ գուցե չհասցնեն էլ հիմքերը գցել:

Բայց դա էլ մի կողմ: Նախօրեին Նիկոլ Փաշինյանը հայտարարել է, թե՝ ա) կարևոր է «Ակադեմիական քաղաքում» տեղակայվող բուհերի «նախկին շենքերի» (ինչո՞ւ նախկին՝ շենքն էլ հո իր տեղո՞ւմ է մնում) արդյունավետ կառավարումը, օրինակ՝ վարձակալության տալը, բ) կառավարումն այնպիսին պիտի լինի, որ դրանից ստացած «ամբողջ եկամուտն ուղղի «Ակադեմիական քաղաքի» ֆինանսավորմանը»:

Սա մի առանձնահատուկ «նյուվասյուկիություն» է: Այսինքն, Փաշինյանն ուզում է բոլոր բուհերից խլել շենքերը, որոնք նրանք հիմա տնօրինում են, շենքերն ու տարածքները տալ վարձակալության, վարձակալությունից ստացած փողերն էլ ուղղել... բուհերի համար «Ակադեմիական քաղաք» կառուցելուն կամ դրա ֆինանսավորմանը:

Հիշեցնենք. երբ Փաշինյանն ու իր կառավարությունը սկսել էին խոսել «Ակադեմիական քաղաքի» մասին, ակնարկում էին ինչ-որ հեռանկարներ: Իբր, իրենք ծրագիր ունեն, և այդ ծրագրում ամեն ինչ հաշվարկված է: Տրամաբանություն ունեցողները նշում էին «բիզնես հեռանկարների» կամ, ավելի ճիշտ, «բիզնես հետաքրքրությունների» մասին: Եվ ահա, Փաշինյանը չդիմացավ ու բացեց խաղաքարտերը:

Դեռ հարցի մի կողմն է, որ փաստացի նույնիսկ չգիտեն՝ «Ակադեմիական քաղաքի» համար փողերը որտեղից են ճարելու, որ այդ ծրագիրը շատ ավելի հում է, քան նույն Փաշինյանի «խաղաղության խաչմերուկը»: Մյուս կողմից՝ տեսնես ո՞վ է դեռ շենքը չօգտագործած՝ «էն գլխից» փող տալու, մինչև «Ակադեմիական քաղաքը» սարքեն, հետո դատարկեն այդ շենքերը: Առավել ևս, որ չի կարող լինել վստահություն, որ վաղը-մյուս օրը այս իշխանությունները չեն հեռացվի, ու նոր իշխանությունները տրամաբանորեն չեն զրոյացնի այդ հում, անիմաստ ու ծախսատար ծրագիրը:

Հա, իսկ եթե հրաշքով բանը դրան հասնի, դժվար չէ պատկերացնել, թե ինչերի կարող են վերածվել բուհերի շենքերը...
