Ալիևը պատրաստվում է պատերազմի, Փաշինյանը՝ Փարիզում շենք գնելուն

2023 թվականի սեպտեմբերին Հայաստանի Արտաքին գործերի նախարարությանը բյուջեից հատկացվեց 16.670.800 ֆունտ ստեռլինգին համարժեք դրամ՝ Լոնդոնում ՀՀ դեսպանության համար ծառայողական շենք ձեռք բերելու նպատակով: Այս հատկացումից հետո Լոնդոնում գնվեց 5 հարկանի շենք, որի միայն պահպանման ծախսերը կկազմեն 100.000 ֆունտ։

Շենքի գնման գործընթացը Հայաստանում արժանացավ բուռն քննադատության, քանի որ Արցախի հանձնումից հետո բազմաթիվ կիլոմետրերով երկարած հայ-ադրբեջանական սահմանը կարիք ունի շատ լուրջ կահավորման, ամրաշինական աշխատանքների, ինչի համար անհրաժեշտ են հսկայական գումարներ։

Հայաստանի Կառավարությունը, սակայն, որոշել է Հայաստանի պետական սահմանը կահավորելու, Հայաստանը պատերազմին պատրաստելու, զինվորի համար նվազագույն տարրական պայմաններ ստեղծելու փոխարեն՝ բյուջեի փողերը ծախսել այս անգամ արդեն Ֆրանսիայում ՀՀ դեսպանության շենք ձեռք բերելու համար։

Կառավարության նույն նիստում, որի ժամանակ Փաշինյանը հայտարարեց, որ Ադրբեջանը կարող է լայնածավալ ռազմական գործողությունների դիմել Հայաստանի նկատմամբ, հսկայական գումարներ հատկացվեցին Հայաստանի սահմանի անվտանգությունն ապահովելու հետ որևէ կապ չունեցող գործի համար։

Ֆրանսիայի մայրաքաղաք Փարիզում՝ 16-րդ թաղամասում, կա մի պատմական արժեք ներկայացնող շենք, որը 1956 թվականից պատկանել է Ֆրանսիայի 5-րդ Հանրապետության 3-րդ նախագահ Վալերի Ժիսկար դ՝Էստենին։

Ֆրանսիայում ՀՀ դեսպանության երկարատև բանակցությունների արդյունքում վաճառող կողմը համաձայնել է այդ շենքը 23 միլիոն եվրոյով վաճառել Հայաստանի Կառավարությանը։

Գործարքի իրականացման համար անհրաժեշտ է նաև կատարել պետական վճարումներ՝ շենքի արժեքի շուրջ 7.5%-ի չափով, որից 6.4%-ը հանրային նշանակության շենքի նկատմամբ իրավունքների գրանցման պետական տուրքի չափն է, իսկ 1.1%-ը՝ նոտարական ծառայությունների վճարը։

Շենքը ձեռք բերելու համար նախատեսված է գումարի կանխավճարի տրամադրում:

Կառավարության պահուստային ֆոնդից հատկացվել է նաև այդ կանխավճարը՝ 2,300.000 եվրոյին համարժեք ՀՀ դրամի չափով։
