Էլի նոր «բան» են մոգոնել. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Փաշինյանի իշխանությունը շարունակում է փայլատակել նորանոր «համարձակ նախաձեռնություններով»: Մնում, մնում ու մեկ էլ՝ հո՛պ, մի անհասկանալի (կամ՝ հեռահար նպատակների առումով գուցե հասկանալի, բայց ոչ ընկալելի), «խելքից դուրս» բան են մոգոնում, անխուափելիորեն «ընկնելով կրակը», բայց, որ ավելի վատ է, հանրությանն ամբողջությամբ կամ շերտ առ շերտ «գցելով կրակը»:

Փաշինյանի ՔՊ-ն, ոչ այն է «վաղ ամուսնությունների» դեմ պայքարի նպատակով, ոչ այն է՝ երեխաներին վեց տարեկանում դպրոց չտանելու դեմն առնելու համար, հերթական նախաձեռնությունն է դրսևորել ու նպատակադրված ցանկանում է այդ ամենին օրենսդրական սահմանումներ ու լուծումներ տալ: Այդ «հողի վրա» ԿԳՄՍ նախարարի տեղակալն ԱԺ-ում լսումների ժամանակ, ի շարս այլևայլ հիմնավորումների, նաև ասել է, թե՝ երեխան որ տարիքում հաճախի դպրոց, այդ դասարանում էլ սովորելու է: Այսի՞նքն:

Այսինքն. «7 տարեկանում առաջին անգամ դպրոց հաճախող երեխան հայտնվելու է երկրորդ դասարանում: Իր հետ ստիպված անհատական աշխատանք պետք է անել, որպեսզի առաջին դասարանի ծրագիրը յուրացնի, իսկ դա ավելի է բարդացնում երեխայի վիճակը: Կարծում ենք՝ սա զսպող մեխանիզմ կհանդիսանա, և ծնողները երեխաներին դպրոց կտանեն 6 տարեկանից, ինչպես սահմանված է «Հանրակրթության մասին» օրենքում»,- ասել է փաշինյանական պաշտոնյան:

Իրենց համոզմամբ, նրանք այդպես պայքարելու են երեխաներին դպրոց մեկ տարի ուշ տանելու երևույթի դեմ, այսինքն՝ այնպիսի նախապայմաններ են դնելու, որ հակառակ դեպքում յուրովի պատժի ենթարկեն նման ծնողներին, էլ չենք ասում՝ երեխաներին: Ահաբեկում են՝ այլ կերպ ասած:

Բայց մոտեցումն էլ է անհեթեթ: Ի՞նչ է նշանակում՝ քանի տարեկան է, ըստ դրա էլ կորոշվի դասարանը: Իսկ եթե երեխան ինչ-ինչ պատճառներով մինչև 10 կամ 14 տարեկանը դպրոց չի հաճախել, նա գալու է ու միանգամից 4-րդ կամ 7-րդ, 8-րդ դասարանի աշակերտների հետ նստի՞: Այսինքն, դա տարիքո՞վ է որոշվում, թե՞ գիտելիքների որոշակի մակարդակով: Կամ՝ ո՞ւր մնաց 12 տարվա պարտադիրությունը, եթե մեկը կարող է ուշ գալ դպրոց ու 11 տարի փաստացի սովորել...

Առհասարակ, հանրակրթական համակարգից դուրս մնացած երեխաներին հայտնաբերելու և նրանց նորմալ դպրոցական կրթություն ստանալու իրավունքն ապահովելու տարբեր եղանակներ ու մոտեցումներ կան: Քավ լիցի, խնդիրը ոչ միայն նոր չէ, այլև առանձին վերցրած մեկ երկրին բնորոշ բան չէ: Ինչպե՞ս են լուծել այդ խնդիրը կամ լուծում: Աշխատելով, այլ ոչ թե՝ աշխատասենյակներում պարգևավճարյալ տեսքով նստելով ու նման նախաձեռնություններ մոգոնելով:
