Առանց լավ «պադավատի» կյանք չունեն. «Փաստ»

«Փաստ» օրաթերթը գրում է.

«Պադավատապետության» դեմ պայքարող Նիկոլ Փաշինյանի թիմակիցները, պարզվում է, առանց «պադավատի» մի օր էլ չեն կարողանում աշխատել։ Այն էլ՝ առանց լավ «պադավատի»:

Ի մասնավորի, Ալավերդու համայնքապետ Դավիթ Ղումաշյանի առաջին գործը, պարզվում է, եղել է իր համար նոր «պադավատ» ճարելը: Ալավերդու ավագանու առաջիկա նիստի օրակարգում ընդգրկված է նախագիծ (20-Ա), որտեղ մասնավորաբար գրված է. «Տալ համաձայնություն և թույլատրել ՀՀ Լոռու մարզի Ալավերդի համայնքի ղեկավարին 3 ամիս ժամկետով մեկ ամսվա վարձակալության համար 100 000 (մեկ հարյուր հազար) ՀՀ դրամ վարձակալական արժեքով օգտագործման վերցնել «Թեղուտ» ՓԲ ընկերությանը պատկանող «AUDI» մակնիշի 009 NM 02 հ/հ ավտոմեքենան»։ Ընդ որում, ինչպես նշված է նախագծի 2-րդ կետում, սույն որոշման գործողությունները բխում են 2023 թվականի դեկտեմբերի 6-ից հետո ծագող հարաբերությունների վրա:

Այսինքն, փաստացի Ալավերդիում իրականացված իշխանազավթման հաջորդ իսկ օրվանից։ Ըստ էության, ստացվում է, որ Ղումաշյանին սազական չի եղել համայնքապետի առկա ծառայողական մեքենան և առաջին իսկ օրը նա զբաղվել է նոր մեքենա ունենալու հարցով։ Սակայն միայն երկու ամիս անց հասկացել է, որ առանց ավագանու որոշման չի կարող վարձակալության պայմանագիր կնքել, ուստի հետին թվով ավագանու որոշում է նախաձեռնել։

Մյուս կողմից՝ հետաքրքիր է, թե ի՞նչպես է ստացվել, որ համայնքի խոշոր ընկերությունը նոր համայնքապետին փաստացի օգտագործման է նվիրում (հիշեցնենք՝ ավագանու որոշում, ըստ այդմ՝ պայմանագիր չի եղել) ծառայողական մեքենա՝ նրա պաշտոնավարման առաջին իսկ օրը։ Իհարկե, շատ են դեպքերը, երբ ընկերությունները համայնքին տեխնիկա կամ գումար են նվիրում, բայց սա բացառիկ դեպք է, որ նվերը հենց համայնքի ղեկավարին է արվում։ Ի դեպ, մեր տեղեկություններով, մեքենան արժե ավելի քան 50 000 դոլար։
