Vestikavkaza.ru–ն «Ադրբեջանի նախագահն ու Հայաստանի վարչապետը համոզված են, որ Հայաստանի Սահմանադրությունը արմատական փոփոխությունների կարիք ունի» վերնագրով հոդվածում գրում է, որ Իլհամ Ալիևը հայտարարել է, թե փոփոխություններ պետք է կատարվեն ոչ միայն Հայաստանի հիմնական օրենքում, այլ նաև այլ կարգավորող փաստաթղթերում։ Նա հիշեցրել է, որ Հայաստանի անկախության հռչակագիրը ներառում է Ադրբեջանի Ղարաբաղի շրջանը Հայաստանին միավորելու և Ադրբեջանի տարածքային ամբողջականության խախտման ուղղակի կոչեր։ «Այդ թեմայի շուրջ քննարկումների մեկնարկը Հայաստանում գնահատվում է որպես դրական քայլ, որը կարող է լավ հնարավորություն ստեղծել խաղաղության գործընթացի արագ ավարտի համար», - ասել է Իլհամ Ալիևը։

Նիկոլ Փաշինյանն էլ է հայտարարություն արել սահմանադրական հանրաքվեի մասին: Ըստ նրա, դա պետք է Հայաստանին: Ինչպես նշել է vestikavkaza.ru -ի ավագ վերլուծաբան Անդրեյ Պետրովը, Ալիևի ու Փաշինյանի հայտարարությունների համաժամանակությունը վկայում է պաշտոնական Բաքվի և Երևանի դիրքորոշումների համընկման մասին, այն է՝ Ադրբեջանի տարածքի նկատմամբ պահանջները Հայաստանի Սահմանադրությունից ջնջելու անհրաժեշտությունը։ «Մենք տեսնում ենք, որ Ադրբեջանն ուղղակիորեն է բարձրացնում Հայաստանի Սահմանադրությունից Անկախության հռչակագրին հղումը վերացնելու հարցը։ Պահանջը տրամաբանական է, քանի որ առանց դրա պետությունների միջև խաղաղության պայմանագրի ստորագրումը անհարկի իրավական հակասություններ կստեղծի,– ասել է նա,– միևնույն ժամանակ, մենք տեսնում ենք, որ Նիկոլ Փաշինյանի ռեժիմը համաձայնում է այդ քայլին, որը դրական զար գ ա ցում է հայ- ադրբեջանական հարաբերությունների կարգավորման հարցում: Բացի դա, Փաշինյանը կօգտվի առիթից՝ վերաշարադրելու Սահմանադրությունն իր համար, նա ընդամենը 48 տարեկան է և ակնհայտորեն չի ծրագրում հրաժարվել իշխանությունից։

Սահմանադրության բարեփոխումը կարելի է այնպես անել, որ հաջորդ 30 տարին Նիկոլ Փաշինյանը հանգիստ կառավարի երկիրը, օրինակ՝ որպես նախագահ: Բացի դա, Երևանը ճանապարհ է փնտրում Թուրքիայի հետ սահմանները բացելու համար, իսկ դա անհնար է առանց Ադրբեջանի հետ խաղաղության պայմանագրի»։ «Կարելի է կանխատեսել, որ Հայաստանի բնակչության մեծամասնությունը կողմ կքվեարկի նոր Սահմանադրությանը: Ադրբեջանի հողերի նկատմամբ պահանջներից հրաժարվելը կնվազեցնի Հայաստանում ռևանշիստական քաղաքականության վերսկսման հնարավորությունները, մարդիկ հիմա ուզում են, որ պատերազմը չվերադառնա տարածաշրջան, և բոլորը կարողանան ապրել խաղաղության և հանգստության մեջ: Իհարկե, ազգայնականները կփորձեն դիմակայել դրան, բայց Նիկոլ Փաշինյանը կօգտագործի նրանց գործունեությունը հենց իրենց դեմ՝ հայկական ազգայնականությունը ներկայացնելով որպես Հայաստանի առաջ գնալուն խանգարող հիմնական խոչընդոտ»,-եզրափակել է Vestnik Kavkaza-ի ավագ վերլուծաբանը։
