Միակ քննարկման թեման՝ ինչպես փոխել իշխանությունը. Վահե Հովհաննիսյան

«Այլընտրանքային նախագծեր» խմբի անդամ, նախկին պատգամավոր Վահե Հովհաննիսյանը «Միակ քննարկման թեման՝ ինչպես փոխել իշխանությունը» վերտառությամբ հոդված է հրապարակել։

Հոդվածը ստորև՝ 

Նիկոլի երեկվա՝ սահմանադրության մասին հարցազրույցից հետո մեծ է  գայթակղությունը՝ հանրային տրամադրությունները տանելու նույն ճանապարհով՝ քննարկել-քննադատել-հերքել նրա ասածները։ Դա սխալ ճանապարհ է։ Նիկոլը ձևակերպեց ընտրության իր առաջարկը՝ կամ նոր պատերազմ կամ սահմանադրության փոփոխություն։

Սա պարտադրում է, որ մենք էլ մեր հարցը  և մեր առաջարկը ճիշտ ձևակերպենք։
Ճիշտ հարցն այն չէ, թե ի´նչ է ասել, այլ՝ թե ո´վ է ասել։
 
1. 3-րդ հանրապետությունը «սպանածը» չի կարող խոսել 4-րդ հանրապետության «ծննդի» մասին։ Դա հակաբնական է։
2. «Արցախը Հայաստան է, և վերջ» կարգախոսով պետությունը և բանակը պատերազմի տարածը չի կարող խոսել Արցախը մեր սահմանադրությունից հանելու և մոռանալու օգտին։
 
Սա է հարցը, և կոնսոլիդացիան պետք է գնա այս շեշտադրումով։ Մտնելով սահմանադրության բովանդակային քննարկման մեջ՝ մենք կանենք կոպիտ սխալ, ու էլի նախաձեռնությունը կտանք Նիկոլին։
 
Ամբողջ խնդիրն այն է, որ մեր գլխին Նիկոլի բերած նոր պատմական իրողություններն իրոք պահանջում են բարդ լուծումներ, այդ թվում, գուցե, օրենսդրական։ Բայց մի բան է՝ դրանք անել նոր իշխանության կողմից՝ հակառակորդի հետ բանակցային նոր նարատիվ գտնելով, և այլ բան՝ անել պարտված իշխանության օրոք՝ հակառակորդի թելադրանքով։ Այլ բան է, երբ դրանք արվում են խաղաղության մեծ պայմանագրի համատեքստում, երբ մեր կողմից նժարին դրվում են մեր սեփական պայմանները, որոնց բավարարման դիմաց արվում են որոշ զիջումներ, և բոլորովին այլ բան է, երբ պարտված իշխանությունը «կզում է» մինչև վերջ ու սեփական կաշին փրկելու համար զոհաբերում ամեն ինչ՝ առանց բացառության։

Խաղաղության մեծ պայմանագրի շրջանակներում կարելի է քննարկել բազմաթիվ բարդ հարցեր։ Ավելին ասեմ. կարելի է անգամ քննարկել սահմանադրության՝ Արցախին վերաբերող կետը, եթե պայմանագրով և իրական երաշխիքներով ապահովված լինի արցախահայության անվտանգ ապրելու իրավունքը հայրենիքում։ Բայց այն ճանապարհը, որը հայ ժողովրդին այսօր պարտադրում են Ալիևն ու Նիկոլը համատեղ, դա ոչ թե 4-րդ հանրապետության, այլ՝ անասնական հանրապետության ստեղծումն է, որտեղ հասարակության փոխարեն լինելու է անկամք նախիր։
 
Պայքարի բովանդակությունը
 
Ալիևն ու Նիկոլը հայ ժողովրդից ուզում են սարքել «նոր գնչուներ»։ Գծել են պայմանների ու հարկադրանքի ճանապարհային քարտեզ ու առաջ են տանում։ Եթե սահմանադրական փոփոխությունների պահանջը բավարարվեց, հենց հաջորդ օրը Ալիև առաջ է քաշելու նոր ստորացուցիչ պայմաններ (ցանկը կարող եմ հենց այսօր թվարկել)։ Սա է խնդիրը, և այս պրոցեսի վերջում մենք ոչ թե խաղաղություն ենք հասնելու, այլ՝ ազգովի ստանանք կիսաանասունի ինչ-որ կարգավիճակ ու ցրվենք աշխարհով մեկ։

Ալիևի այս ճանապարհային քարտեզը խափանելու միակ ձևն այս իշխանությունը փոխելն է։ Հետո գալու է բարդ հարցերը լուծելու փուլ, նաև ցավոտ լուծումների փուլ, բայց դրանք լինելու են լուծումներ, և ոչ թե՝ ազգային ստորացում՝ առանց խաղաղության որևէ երաշխիքի։
