Շարունակում են շարժվել փակ դիվանագիտական շրջանակում․ «Փաստ»

«Փաստ» օրաթերթը գրում է.

Iarex.ru-ն «Ո՞վ և ի՞նչ երաշխիքներ կարող է տալ Երևանին» վերնագրով հոդվածում գրում է, որ Նիկոլ Փաշինյանը, ելույթ ունենալով իշխող ՔՊ կուսակցության անդամների առաջ, նոր դիրքորոշում է ներկայացրել Ադրբեջանի հետ խաղաղության պայմանագրի ստորագրման հեռանկարների վերաբերյալ։ Նա հայտարարել է, որ Հայաստանն ու Ադրբեջանը միմյանցից ակնկալում են տարածքային պահանջների բացակայության լրացուցիչ երաշխիքներ։ Նրա խոսքով, դիվանագիտական փաստաթղթերում «միշտ կա որոշակի ենթատեքստ», և «Երևանն ու Բաքուն, ամենայն հավանականությամբ, մյուս կողմի առաջարկներում տեսնում են տարածքային պահանջների սպառնալիք, եթե ոչ հիմա, ապա ապագայում»։

Այսինքն, Երևանի և Բաքվի հարաբերություններում կրկին փոխվել է քաղաքական տեսլականը։ Ի՞նչ է պատահել: iarex.ru-ի սյունակագիր Ստանիսլավ Տարասովն այդ հարցին պատասխանել է այսպես. «Նախ՝ ինչո՞ւ է Փաշինյանը խոսում ինչ-որ երաշխիքների մասին ոչ միայն Հայաստանի, այլ նաև Ադրբեջանի անունից, որի կարծիքն այդ հարցում դեռևս հայտնի չէ։ Ակնհայտ է, որ նա տեսնում է ինչոր երրորդ արտաքին կողմի՝ որպես Ադրբեջանի հետ պայմանավորվածությունների պահպանման երաշխավոր»։ Սակայն Ադրբեջանն առաջարկել է Հայաստանի հետ երկկողմ բանակցություններ վարել առանց միջնորդների մասնակցության, և այդ դիրքորոշումը Հայաստանի կողմից չի ընդունվում։ «Հիմա Փաշինյանի հայտարարության մասին. ինչպե՞ս պետք է դա հասկանալ:

Ի վերջո, մինչ այժմ թվում էր, թե խաղաղության պայմանագրի տեքստը պատրաստում էին միայն Երևանն ու Բաքուն, իսկ մնացածները հանդես էին գալիս կամ կարող էին հանդես գալ որպես խորհրդատու կամ ակտիվ միջնորդ։ Հիմա, ըստ Փաշինյանի, պարզվում է, որ այդպես չէ»,- պարզաբանել է Տարասովը։ Ստացվում է, որ, ինչպես ասում է հայտնի ռուս փորձագետ Սերգեյ Մարկեդոնովը, Հայաստանի և Ադրբեջանի միջև խաղաղության համաձայնագրի նախապատրաստումը տապալվում է, երկու երկրների ղեկավարները տարբեր կերպ են գնահատում խաղաղության հեռանկարները։ Միևնույն ժամանակ, Արևմուտքից ակտիվացել են բացասական նարատիվները Ադրբեջանի դեմ։ Այսպիսով, փակուղային իրավիճակ է ստեղծվել գրեթե բոլոր ոլորտներում, այդ թվում՝ պայմանագրի տեքստի հարցով։

«Այո, դա ճիշտ է: Բաքուն դիվանագիտական մանևրի ավելի շատ հնարավորություններ ունի։ Նրա համար սկզբունքային նշանակություն չունի, թե բանակցային որ հարթակում պետք է խաղաղության պայմանագիր կնքվի Հայաստանի հետ, քանի որ այն իրավաբանորեն ամրագրում է Ղարաբաղյան երկրորդ պատերազմի արդյունքները։ Բայց ստեղծված իրավիճակում, եթե նույնիսկ ինչ-որ մակարդակով բանակցություններ լինեն, դժվար թե դրանք բեկումնային լինեն։ Հավանաբար, պատահական չէ, որ Ալիևը որոշել է ևս մեկ անգամ ընդգծել Զանգեզուրի միջանցքի թեման, որը Հայաստանում ոմանք համարում են Ղարաբաղի կորստից հետո ինքնիշխանության կորստի վտանգ։ Արդյունքում Երևանն ու Բաքուն շարունակում են շարժվել փակ դիվանագիտական շրջանակում»,- ամփոփել է Տարասովը։
