Ստուգումներ պաղպաղակի շուկայում. ՍԱՊԾ-ն կասեցրել է 5 ընկերության աշխատանքը

ՀՀ Գյուղատնտեսության նախարարության սննդամթերքի անվտանգության պետական ծառայությունը, առաջնորդվելով ստուգումների տարեկան ծրագրով, պաղպաղակի արտադրության ոլորտում առկա ռիսկերով և ստացված ահազանգերով, հուլիսի սկզբից սկսած Երևան քաղաքում և հանրապետության մարզերում պետական վերահսկողություն է իրականացնում պաղպաղակի շուկայում: ՍԱՊԾ-ից տեղեկացրին, որ ստուգումներ և դիտարկումներ են իրականացվում ՍԱՊԾ սննդի շղթայի օպերատորների բազայում 01.06.2017 թ. դրությամբ գրանցված՝ պաղպաղակի արտադրությամբ և իրացմամբ զբաղվող 19 տնտեսավարող սուբյեկտների մոտ, այդ թվում և՝ փափուկ պաղպաղակ իրացնող տնտեսվարողների մոտ:

Պետական վերահսկողության ընթացքում արձանագրվել են ինչպես փաստաթղթային-մակնշման, այնպես էլ լաբորատոր փորձաքննության արդյունքներով հաստատված խախտումներ: Հիմնական խախտումներ են՝ մակնշման, հումքի և փաթեթավորող նյութերի փաստաթղթավորմանը ներկայացվող պահանջների անհամապատասխանություններ, համապատասխանության գնահատման ընթացակարգերի և աշխատակիցների նախնական ու պարբերական բժշկական զննությունների խախտումներ, սանիտարահիգիենիկ պահանջները չպահպանելու դեպքեր:

Մակնշման և փաստաթղթային անհամապատասխանությունները հիմնականում պայմանավորված են Եվրասիական տնտեսական միության սննդամթերքի անվտանգության ոլորտը կարգավորող տեխնիակական կանոնակարգերի պահանջների կիրառմամբ, որոնց հիմքով կասեցվել է մի շարք արտադրողների ինչպես պատրաստի արտադրանքի իրացումը, այնպես էլ հումքի օգտագործումը: Հաշվի առնելով այն հանգամանքը, որ որոշ արտադրողների մոտ դեռևս առկա է ԵԱՏՄ պահանջներին չհամապատասխանող մակնշմամբ փաթեթավորող նյութերի մնացորդ, պատրաստի արտադրանքի մակնշման անհամապատասխանություննեը հանձնարարվել է վերացնել կրկնապիտակների միջոցով:

Պետական վերահսկողության շրջանակներում ապրանքատեսակներից նմուշներ են վերցվել և ուղարկվել լաբորատոր փորձաքննության, որոնց արդյունքների հիման վրա կասեցվել են հինգ պաղպաղակ արտադրողների՝ «Թամարա և Անի» ՍՊԸ, «Ա. Ավետյանի Ա.Ս.Ա» ՍՊԸ, «Իգիթ» ՍՊԸ, «Ոսկե Պինգվին» ՍՊԸ, «Արմսվիթ» ՍՊԸ արտադրական գործընթացի առանձին գործառույթներ: Տնտեսավարող սուբյեկտների կողմից արտադրված պաղպաղակի խմբաքանակները օգտահանման կամ ոչնչացման նպատակով հետ են կանչվել շուկայից: Լաբորատոր փորձաքննության են ներկայացվել նաև ներկրված երկու արտադրատեսակներ՝ «Золотой стандарт», «Кореновский молочно-консервный комбинат»-ի պաղպաղակները, որոնցում անհամապատասխանություններ չեն արձանագրվել:

Հաշվի առնելով այն հանգամանքը, որ փափուկ պաղպաղակի բացօթյա առևտուրն արգելվում է՝ Ծառայությունը իրականացրել է շրջայցեր և կասեցրել այդպիսի մի քանի վաճառք: Մյուս դեպքերում՝ փափուկ պաղպաղակներից կատարվել են նմուշառումներ, որոնք գտնվում են դեռ լաբորատոր փորձաքննության փուլում:

Պետական վերահսկողության շրջանակներում արձանագրված անհամապատասխանությունների վերաբերյալ տրվել են պարտադիր կատարման հանձնարարականներ, դրանց նկատմամբ Ծառայության կողմից սահմանվել է հսկողություն: Մի քանի տնտեսվարող սուբյեկտների մոտ պետական վերահսկողության միջոցառումները դեռևս գտնվում են ընթացքի մեջ:
