«Հայաստանի պատմության մեջ այսչափ քաղբանտարկյալներ չենք ունեցել». «Փաստ»

«Փաստ» օրաթերթը գրում է.

Գնալով ավելի ու ավելի մտահոգիչ է դառնում Հայաստանում այլակարծության հանդեպ իշխանությունների անհանդուրժողականությունը, քաղաքական հարաբերություններում իրավապահ գործիքակազմի կիրառումը: Պառլամենտարիզմի զարգացման միջազգային կենտրոնի գործադիր տնօրեն Գոհար Մելոյանը «Փաստի» հետ զրույցում ասում է. «Իմ գնահատմամբ, Հայաստանի պատմության մեջ, հավանաբար, այսչափ քաղբանտարկյալներ չենք ունեցել: Քաղաքական կարծիք արտահայտող, ընդդիմադիր կեցվածք ունեցող գործիչներն այսօր իրավապահ մարմինների թիվ մեկ թիրախն են: Խնդիրն այն է, որ մարդկանց նկատմամբ նոնսենսի հասնող իրավական գործընթացներ են նախաձեռնվում:

Այնպիսի անհիմն հանցակազմերի հիման վրա են մարդկանց հետապնդում, որ օրինական ու իրավական երկրում, իրավունքի գերակայության, օրինականության սկզբունքի պայմաններում անհնար է պատկերացնել»: Մելոյանը նաև լրջագույն խնդիր է համարում այն, որ «կալանքը դարձել է դասական պատժիչ գործիք, մահակ ընդդիմադիր գործիչներին ճնշելու, նրանց խոսքի ազատության իրավունքը սահմանափակելու ուղղությամբ: Էլ չասած, որ արդեն թիրախավորվում է մարդու անձնական ազատությունը»:

«Հայաստանի Հելսինկյան կոմիտե» իրավապաշտպան ՀԿ նախագահ Ավետիք Իշխանյանն էլ մեզ հետ զրույցում նշում է, որ այսօր տարակարծությունը դարձել է քրեորեն հետապնդելի, ինչպես բնորոշ է բռնապետական երկրներին: «Վարչապետ կոչեցյալի կոճակ-պատգամավորները Քրեական օրենսգիրքը լրացնում են արհեստական, միջազգային չափանիշներին հակասող հոդվածներով՝ ընդդիմադիրներին մեղադրանքներ առաջադրելու համար։ Այդ հոդվածներից են հանրահավաքի մասնակիցներին ֆինանսապես շահագրգռելը, բռնության կոչը։ Այսօր, ի ամոթ մեզ, Հայաստանում ունենք շուրջ 50 քաղբանտարկյալ, այդ թվում՝ կին և անչափահաս»,-ասում է Իշխանյանը:
