Փաշինյանը խոստովանում է իր ձախողումը կոռուպցիայի դեմ պայքարում

2018 թվականի իշխանափոխությունից որոշ ժամանակ անց գործող վարչախումբը և նրա ղեկավար Նիկոլ Փաշինյանն ամեն հնարավոր առիթի հայտարարում են, թե Հայաստանում համակարգային կոռուպցիա չկա, իսկ այս տարվա մարտի 14-ին իր ասուլիսում Փաշինյանը հայտարարում էր, թե՝ «Հայաստանում կոռուպցիոն բացահայտումները շատացել են, ինչը կարող է նշանակել, և այո՛ նշանակում է նաև, որ կոռուպցիան շատացել է, բայց հենց համակարգային կոռուպցիա եթե լիներ այդ բացահայտումները չէին լինի, որովհետև այդ համակարգային կոռուպցիան պիտի նշանակեր, որ ես դրանից փայ ունեմ», -ասել էր Փաշինյանը։

Իսկ արդեն մի քանի օր առաջ Կառավարության նիստում Փաշինյանն անձամբ խոստովանում է, թե ժողովրդի առջև ստանձնած պարտավորությունները չեն կատարել։ «Մարդիկ մեզ դիմում են, մենք 7 հատոր փաստաթղթաշրջանառություն ենք ձևավորում, վերջում գրում՝ այդ հարցը չի լուծվի, հետո պատահական փողոցում տեսնում են, ասում են՝ մենք մեր ձևերով լուծեցինք։ Սա ի՞նչ է նշանակում, ես չեմ համարում, որ այսօր հակակոռուպցիոն պայքարը պատշաճ մակարդակի վրա է, կաշառք են վերցնում ով որտեղ պատահի»,- ասել է Փաշինյանը։

Այն, որ իշխանությունը ձախողել է հակակոռուպցիոն պայքարը, որևէ մեկը չի էլ կասկածում։ Առաջին հայացքից Փաշինյանի այս իրար հակասող հայտարարություններն ընդամենը մասամբ են հարուցում, միակ բանը, որ կոռուպցիայի ասպարեզում վերացել է, դա համակարգային բնույթն է։ Ըստ էության, եթե նախկինում ամենաստորին օղակներից մինչև ամենավերին օղակներ տեղյակ էին ամբողջ ստվերային գումարների շրջանառության, կոռուպցիայի դրսևորումների համար, ապա այսօր գործող իշխանությունների ապիկարության և ոչ կոմպետենտության պատճառով այդ համակարգային բնույթն անհետացել է, փոխարենը, ինչպես ավելի վաղ նշել էր «Իրազեկ քաղաքացիների» միավորման ղեկավար Դանիել Իոաննիսյանը՝ «Կոռուպցիան Հայստանում ոչ թե համակարգային է, այլև համատարած»։ Յուրաքանչյուր մարդ իր շրջապատում կարող է հարցնել և պարզել, որ շատ դեպքերում կոռուպցիոն դրսևորումներն ավելի անտանելի և վտանգավոր են դարձել, իսկ նախկինում որևէ ծառայության կամ գործարքի համար վճարվող կաշառքի չափը մի քանի ամգամ ավելացել է և սա է հենց փաշինյանական վարչախմբի հակակոռուպցիոն պայքարի ողջ արդյունքը։
