Գյումրիի ավագանու «Ապրելու երկիր» խմբակցության ղեկավար  Կարեն Մալխասյանը ֆեյսբուքյան իր էջում գրում է․

 

Հերթական անգառատիպ շինությունը Գյումրու կենտրոնում
 
Նոյեմբերի 14-ին Գյումրի համայնքի ավագանու հինգերրորդ նստաշրջանի հերթական երրորդ նիստի օրակարգային հարցերի քննարկումն ավարտելուց հետո ավագանու անդամների բանավոր հարցերին պատասխանեցին Գյումրի համայնքի ղեկավարը, տեղակալը և աշխատակազմի ստորաբաժանումների ղեկավարները։
 
Իմ և գործընկերներիս կողմից հարց բարձրացվեց Գյումրու միջին կենտրոնում(Գ․ Նժդեհ փող․,) կառուցվող(կառուցված) անգարատիպ շինության ճարտարապետական տեսքի և այդ շինությունը քաղաքի՝ քննարկվող հատվածի քաղաքաշինական միջավայրի անհամապատասխանության վերաբերյալ։
 
Պատասխանատուների խոսքից պարզվեց, որ ոչ միայն չի պահպանվել ճարտարապետական տեսքը, այլ մասնավորի կողմից իրականացվել է ապօրինի շինարարություն իր սեփականությունը հանդիսացող տարածքում, իսկ համայնքապատկան՝ հանրային տարածքը, այն է՝ մայթի և գազոնի հատվածները կառուցապատվել են որպես մեքենաների համար երթևեկելի տարածք։
 
Հիմա՝
1․ ըստ Սահմանադրության 1-ին հոդվածի՝ Հայաստանի Հանրապետությունը հանդիսանում է իրավական պետություն։
2․ ըստ Վիքիպեդիա ազատ հանրագիտարանի՝ «անարխիա» եզրույթը մեկնաբանվում է որպես հասարակության վիճակ առանց իշխանության կամ ղեկավար մարմնի։
Ըստ այդմ, ուզում եմ հասկանալ՝ մենք ապրում ենք իրավական պետությունու՞մ, թե՞ տիրում է անարխիա, որ 21-րդ դարում՝ 2023թ-ին, տևական ժամանակ Գյումրիում իրականացվել(իրականացվում) է մեծ ծավալի ապօրինի շինարարություն՝ թե մասնավոր, թե հանրային տարածքում, և բացի այն, որ խախտումն է արձանագրվել, ապօրինությունը կանխելու միջոցներ չեն ձեռնարկվել։
 
Հ․Գ․ Իհարկե ուրախալի և գովելի փաստ է, որ մասնավորի կողմից Գյումրիում իրականացվում է շինարարություն, բայց այդ ամենը ենթադրում է իրականացնել օրենքի սահմաններում և տվյալ տարածքի քաղաքաշինական միջավայրին համապատասխան։
