Փաշինյանի հերթական հակառուսական դեմարշը

Հայաստանի վարչապետի պաշտոնը զբաղեցնող Նիկոլ Փաշինյանը հրաժարվել է մասնակցել նոյեմբերի 23-ին Մինսկում կայանալիք ՀԱՊԿ հավաքական անվտանգության խորհրդի նիստին։ Փաշինյանն այդ մասին ասել է Բելառուսի նախագահ Ալեքսանդր Լուկաշենկոյի հետ հեռախոսազրույցում, ընդ որում Հայաստանի կառավարությունը հատուկ ընդգծում է, որ հեռախոսազրույցի նախաձեռնողը բելառուսական կողմն է եղել։

Փաշինյանը հույս է հայտնել, որ ՀԱՊԿ գործընկերներն ըմբռնումով կվերաբերվեն այս որոշմանը, չմեկնելու պատճառների մասին հաղորդագրությունում ոչինչ չի նշվում։ Եթե հավատանք վարչապետի աշխատակազմի տարածած հաղորդագրությանը, ապա Ալեքսանդր Լուկաշենկոն անձամբ է զանգահարել Փաշինյանին համոզելու մի կողմ դնել իր տարաձայնությունները և մասնակցել կարևոր այդ միջոցառմանը, սակայն Փաշինյանը, ի սկզբանե, մտադրված է եղել հրաժարվել։

ՀԱՊԿ-ի նկատմամբ Հայաստանը տևական ժամանակ վերապահումներ ունի, սակայն այս դեմարշը ոչ այնքան Բելառուսի կամ Ղազախստանի, որքան հենց Ռուսաստանի դեմ է, ուստի, բնավ զարմանալի չէ, որ առաջինն արձագանքել է պաշտոնական Կրեմլը։ Ռուսաստանի նախագահի մամուլի քարտուղար Դմիտրի Պեսկովը հայտարարել է, թե Կրեմլը ցավում է, որ Հայաստանի վարչապետ Նիկոլ Փաշինյանը չի մասնակցելու առաջիկա գագաթնաժողովին։ «Եթե դա իսկապես այդպես է, ապա մենք կարող ենք ափսոսանք հայտնել, քանի որ նման հանդիպումները շատ լավ առիթ են կարծիքներ փոխանակելու, դիրքորոշումները ճշգրտելու համար»,- նշել է Պեսկովը, միաժամանակ ընդգծել, թե ՀԱՊԿ ձևաչափը մնում է արդիական և այդ հանդիպումները, որոնք կազմակերպում և անցկացվում են ՀԱՊԿ շրջանակներում վկայում են դրա մասին։

Տևական ժամանակ Հայաստանի գործող վարչախումբը հակառուսական քայլերի դրսևորումների մեջ խտրականություն այլևս չի դնում։ Փաշինյանը հրաժարվել էր մեկնել Բիշքեկ մասնակցելու ԱՊՀ երկրների ղեկավարների գագաթնաժողովին, Անվտանգության խորհրդի քարտուղար Արմեն Գրիգորյանն էլ օրերս չէր մեկնել Մոսկվա և չէր մասնակցել անվտանգության խորհուրդների քարտուղարների հավաքին, փոխարենը Հայաստանում ընդունել էին ԵԱՀԿ Մինսկի խմբի ամերիկացի համանախագահին։ Գրիգորյանը նաև ուղևորվել էր Բրյուսել, որտեղ էլ հանդիպումներ էր ունեցել եվրոպացիների հետ, նաև հայտարարել, թե Հայաստանը միանշանակ կողմ է բանակցությունների բրյուսելյան հարթակին։ Իսկ Ռուսաստանի առաջարկին՝ Մոսկվայում արտգործնախարարների հանդիպում անցկացնել, Հայաստանը մինչ օրս չի պատասխանել, ինչը վկայում է, որ սա կոնկրետ քաղաքականություն է և հղի լուրջ հետևանքներով։
