ԵՄ-ն դեկլարատիվ հայտարարություններից այն կողմ չի անցնելու

Եվրամիության արտգործնախարարները երեկ կայացած խորհրդի նիստում հավանություն են տվել Հայաստանում տեղակայված դիտորդական առաքելությունն ընդարձակելու, Հայաստանի հետ վիզաների ազատականացման շուրջ քննարկումներն ակտիվացնելու առաջարկին։ ԵՄ անվտանգության և արտաքին քաղաքականության հարցերով բարձր ներկայացուցիչ Ժոզեֆ Բորելը նիստից հետո հայտարարել է, թե քննարկել են Հայաստան-Ադրբեջան հարաբերությունների հարցը։ «Խորհուրդը քննարկեց ինչպես աջակցել Հայաստանի ժողովրդավարական ճանապարհով ընտրված իշխանություններին, Հայաստանի դիմադրողականությանը, անվտանգությանը ու բարեփոխումների շարունակմանը»,- ասել է Բորելը՝ խստիվ զգուշացնելով Ադրբեջանին, որ միջոցներ կկիրառեն Հայաստանի դեմ հարձակման դեպքում։

Միևնույն ժամանակ ուշագրավ է մեկ հանգամանք, որ նշել է Եվրամիության արտաքին քաղաքական ներկայացուցիչը, նրա խոսքով քննարկելու են եվրոպական խաղաղության մեխանիզմի միջոցով Հայաստանին օգնելու հնարավորությունը։ Եվրոպական խաղաղության մեխանիզմը մի գործիք է, որով Բրյուսելը միջոցներ է տրամադրում միության անդամ չհանդիսացող երկրների պաշտպանողականությունը բարձրացնելու, հակամարտությունները կանխելու։ Նախկինում այս մեխանիզմների միջոցով օգնություն են ստացել Ուկրաինան, Վրաստանը և Մոլդովան։ Հատկապես վերջին տարիներին այդ մեխանիզմից օգտվում է բացառապես Մոլդովան, սակայն բոլոր այն միջոցները, որ տրամադրվել է Եվրամիության կողմից առնվազն լուրջ համարել չի կարելի, դրանք ռազմական ուսուցման, ականազերծման և այլ անշառ միջոցառումների համար են տրվում, ինչը Հայաստանի պայմաններում առնվազն լուրջ դիտարկվել չի կարող։ Իհարկե դա ևս օգնություն է, սակայն ոչ այն իրական օգնությունը, որն ակնկալում է Հայաստանի Հանրապետությունը Եվրամիությունից։ Ամեն դեպքում հարկ է նշել, որ Ֆրանսիան, օրինակ, լուրջ աշխատանք է տանում և որոշակի քանակությամբ անհրաժեշտ սպառազինություն է փոխանցել Հայաստանին։ Եվրամիության մյուս երկրների մեջ դեռևս չկա այն երկիրը, որն իսկապես կցանկանար անհրաժեշտ ռազմամթերքով օգնել Հայաստանին, իսկ խաղաղության մեխանիզմով տրվող միջոցները հակառակորդի հնարավոր հարձակման դեպքում ոչնչով օգնել չեն կարող Հայաստանին, ինչը հերթական անգամ ապացուցում է, որ եվրոպական նավերը բնավ էլ մտադիր չեն բարձրանալ հայկական լեռները և հայտարարություններից ու բանաձևերից անդին, ոչինչ չեն անելու Հայաստանի համար։
