Մանիպույատիվ թվաբանություն Արցախի բյուջեի «աննախադեպության» մասով. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Նիկոլ Փաշինյանը 44-օրյա պատերազմից հետո անընդհատ «գլուխ է գովում», թե Հայաստանի կառավարությունը աննախադեպ չափի օգնություն է տրամադրում Արցախին : Մասնավորաբար, խոսքը  2022 և 2023 թվականների 144 մլրդ դոլարի մասին է: Այն, որ այս հայտարարությունները մանիպուլյատիվ են, մեկ անգամ չէ, որ անդրադարձել են թե՛ տնտեսագետները , թ ե՛ ա րցախ ց ի տարբեր պաշտոնյաներ ու պատգամավորներ:

Դեռ մի կողմ այն հանգամանքը, որ այդ գումարները ոչ թե աջակցություն են, այլ ցածր տոկոսադրույքով վարկ, որ Հայաստանից տրամադրվող գումարների նման աճը կապված է բացառապես պատերազմի հետևանքների վերացման հետ, իսկ Արցախն այդպիսի ծանր իրավիճակում են դրել հենց Հայաստանի գործող իշխանությունները, որ այդ գումարները ուղղվել են սոցիալական խնդիրների լուծմանը, որ այդ գումարները նույն Նիկոլ Փաշինյանի մեղքով այլևս Արցախին պետք չեն: Այստեղ կա նաև մեկ այլ նրբություն: Բանն այն է, որ տրամադրվող տարեկան 144 մլրդ դրամից մոտ 60 մլրդ դրամը հետ էր գալիս Հայաստան՝ մարելով առևտրային բանկերի վարկերը։

Ընդ որում, այդ վարկերի մեծ մասը մի քանի խոշոր բիզնեսների (հիմնականում՝ ՀԷԿ-եր) վարկեր են եղել, որոնք 2020 թ. պատերազմի ընթացքում անցել են թշնամուն, և Հայաստանի կառավարությունը պատերազմի ավարտից մի քանի օր անց առաջինը լուծել է այդ վարկերի հարցը՝ հազարավոր խնդիրների կողքին։ Մեր ունեցած տեղեկություններով, այդ ամենի հեղինակը եղել է փոխվարչապետ Մհեր Գրիգորյանը, որը փաստացի առաջին հերթին առաջ է տարել բանկերի շահերը։ Արդյունքում մասնավոր ընկերությունների մոտ 80 մլրդ դրամի վարկ որոշվել է փոխանցել Հայաստանի կառավարությանը, որը դրանց փոխարեն պետք է մարեր այդ վարկերը, որպեսզի բանկերը չտուժեն։

Սակայն, ի վերջո, «շառից ու փորձանքից հեռու» սկզբունքով վարկերի այդ գումարը փոխանցվել է Արցախի կառավարությանը, իսկ մարման համար նախատեսված գումարն էլ ավելացվել է Արցախի բյուջեին։ Ի դեպ, նշյալ խոշոր ընկերությունների հետ կապված՝ կան տեղեկություններ, որ դրանք կապվում են նախկին մի քանի բարձրաստիճան պաշտոնյաների ընտանիքների անդամների կամ հարազատների հետ:
