Հայաստանը գերազանցում է իր հարևաններին արտագաղթի տեմպերով

Հայաստանը գերազանցում է իր հարևաններին Գրին քարտի համար դիմողների թվով։ Գրին քարտը, կամ ժամանակավոր բնակության քարտը հնարավորություն է տալիս ապրել և աշխատել Միացյալ Նահանգներում։

1990 թվականին ԱՄՆ-ում ընդունվել է ներգաղթի մասին օրենք, որով սահմանվել է բազմազանության վիզաների խաղարկային ծրագիրը և դրանով 1995 թվականից սկսած ամեն տարի խաղաղարկվում է 55 հազար ներգաղթային վիզա։ Գրին քարտը միշտ էլ բաղձալի է եղել Հայաստանի բնակչության մի զգալի շերտի համար, սակայն, հատկապես վերջին տարիներին, ընդ որում 2018 թվականի իշխանափոխությունից հետո, Հայատանն արդեն սկսել է անգամներով գերազանցել իր հարևաններին։

«ԻՆֆոկոմը» վերլուծել է վերջին տարիներին Հայաստանից Գրին քարտի խաղարկությանը դիմողների թիվը՝ համեմատելով այն տարածաշրջանի մյուս երկրների հետ։ Այսպես, ամենաբարձր թվաքանակը եղել է 2018 թվականին «հեղափոխական» տարում, երբ Հայաստանի բնակչության գրեթե 9 %-ը՝ 267 հազար մարդ, դիմել է Գրին քարտի համար։

2019 թվականին Հայաստանից դիմել է 249 հազար, 2020-ին՝ 191 հազար, 2021-ին՝ 160 հազար մարդ։

Վրաստանում ամենաշատը դիմել են 2020-ին՝ 140 հազար, իսկ Ադրբեջանից 2019-ին՝ 190 հազար մարդ։

Խնդիրն ավելի ցցուն է դառնում, երբ փորձում են վերլուծել տոկոսային հարաբերակցությամբ, այսպես, վերջին 5 տարվա ընթացքում Հայաստանում բնակչության 6-9 %-ն է դիմել Գրին քարտի համար, այն դեպքում, երբ Վրաստանի դեպքում այդ թիվը տատանվել է 2-3 %-ի միջակայքում, Ադրբեջանի պարագայում ցուցանիշն ավելի ցածր է՝ 1-1,5 %, ինչը վկայում է, որ Հայաստանից արտագաղթը գնալով սաստկանում է և անսանձելի տեմպեր ստանում։

Ի դեպ, մասնագետները հատուկ նշում են, որ հատկապես 2020 թվականի պատերազմից հետո Գրին քարտի համար դիմողների մեջ մեծ թիվ են կազմում մանկահասակ տղա երեխաներ ունեցողները, որոնք ցանկանում են Հայաստանից փախցնել իրենց որդիներին, սա ևս մեկ ազգային ողբերգություն է, որի դեմն առնել է հարկավոր, ինչն, իհարկե, փաշինյանական վարչախումբն անել չի կարող։

Հայաստանից արտագաղթը կանգնեցնելու միակ և առաջին գլխավոր պայմանը փաշինյանական վարչախմբից ազատագրվելն է։
