Ռուսական ռազմաբազայից միակողմանիորեն հրաժարվել չի ստացվի. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Վերջերս Նիկոլ Փաշինյանը The Wall Street Journal-ին տված հարցազրույցում ասել էր, որ Երևանը «առավելություններ չի տեսնում» Հայաստանի տարածքում ռուսական ռազմաբազա ունենալու հարցում, բայց միևնույն ժամանակ ընդգծել է, որ չեն քննարկում հանրապետությունից ռուս զինվորականների դուրսբերման հարցը: Այս թեմային վերջին օրերին ակտիվորեն անդրադառնում են ռուսաստանյան լրատվամիջոցները՝ մասնավորաբար ուսումնասիրելով Ռուսաստանի Դաշնության և Հայաստանի Հանրապետության միջև ռուսական ռազմակայանի մասին 1995 թվականի պայմանագիրը և նշելով, թե Հայաստանը չի կարողանա միակողմանիորեն հրաժարվել Գյումրիում տեղակայված 102-րդ ռուսական ռազմաբազայից մինչև 2044 թվականը:

Այսպես, համապատասխան փաստաթղթի 27-րդ հոդվածում ասվում է. «Եթե կողմերից մեկը հայտարարում է սույն պայմանագիրը խզելու իր մտադրության մասին, ռուսական ռազմակայանի լուծարման հետ կապված հարցերը լուծվում են խառը հանձնաժողովի կողմից։ Ռուսական ռազմակայանի լուծարումը պետք է ավարտվի կողմերի միջև համաձայնեցված ժամկետում»։ 2010 թվականին Ռուսաստանի և Հայաստանի նախագահների՝ Դմիտրի Մեդվեդևի և Սերժ Սարգսյանի կողմից ստորագրված ռուսական բազայի մասին համաձայնագրի թիվ 5 արձանագրության համաձայն, Հայաստանի տարածքում դրա գտնվելու ժամկետը երկարացվել է մինչև 2044 թվականը։

Այս հանգամանքն, ի մասնավորի, «Իզվեստիայի» հետ զրույցում հաստատել է Պետդումայի պաշտպանության կոմիտեի փոխնախագահ Յուրի Շվիտկինը. «Համաձայն Ռուսաստանի Դաշնության և Հայաստանի Հանրապետության միջև կնքված պայմանագրի, վերջի-նիս գործողության ժամկետը լրանալուց հետո այն ավտոմատ կերպով երկարաձգվում է հաջորդ հինգ տարի ժամկետով, եթե կողմերից որևէ մեկը ժամկետը լրանալուց առնվազն վեց ամիս առաջ գրավոր չի ծանուցում մյուս կողմին դրա գործողության դադարեցման մտադրության մասին: Այս համաձայնագրի դրույթները կարող են վերանայվել կողմերից մեկի նախաձեռնությամբ և փոխադարձ համաձայնությամբ»:
