Արցախի պետական ինստիտուտները պետք է պահպանել

Տարբեր քաղաքական և փորձագիտական շրջանակներում վերջերս թրենդային թեմաներից մեկը դարձել է Արցախի վտարանդի կառավարության, կամ, ինչպես ավելի մեղմ են փորձում ձևակերպել՝ Արցախի պետական ինտիտուտների պահպանմանն ուղղված քննարկումները։ Այդ կապակցությամբ տարատեսակ քննարկումներ, հանդիպումներ են կայանում, ընդհուպ՝ Արցախի նախագահ Սամվել Շահրամանյանի մասնակցությամբ։

Արցախի իշխանությունները, նաև հայաստանյան մի շարք քաղաքական շրջանակներ բոլոր ջանքերը գործադրում են Արցախի պետական ինստիտուտները պահպանելու ուղղությամբ, ինչը, իհարկե, բավական կարևոր առաքելություն է։ Մինչդեռ այդ ինստիտուտների պահպանման լավագույն եղանակը դրանք աշխատեցնելն է առնվազն մինչև դեկտեմբերի վերջ, թեպետ ցանկալի կլինի, որ Սամվել Շահրամանյանի՝ Արցախի լուծարման հրամանագիրը չեղարկվի պաշտոնապես, ինչից հետո այլևս պետական ինստիտուտների պահպանումը իրավական առումով խնդրահարույց չի կարող դիտարկվել։

Առաջին և ամենակարևոր գործն այդ ուղղությամբ Արցախի Ազգային ժողովի նիստ գումարելն է, որը, բնականաբար, կարող է բազմաթիվ հարցեր քննարկել: Մեր աղբյուրներով, մոտակա ժամանակաշրջանում նախատեսվում է նման նիստ, ենթադրաբար քաղաքական հայտարարություն կընդունվի Արցախի ինքնիշխանության վերաբերյալ, բայց խորհրդարանը նաև առօրյա խնդիրներով էլ կարող է զբաղվել։

Առաջին հերթին քննարկման հարց պիտի կդառնա արցախցիներին փախստականի կարգավիճակ տալու հարցը։ Այս հարցի շուրջ լուրջ խմորումներ, տարաձայնություններ կան դրա թե՛ պլյուսների, և թե՛ մինուսների շուրջ։ Արցախցիները մտավախություն ունեն, որ Փաշինյանն ամեն ինչ անում է՝ իրենց իրավունքները նսեմացնելու համար, փորձում է զրկել ՀՀ քաղաքացի լինելու իրավունքից՝ փախստականի կարգավիճակ տրամադրելով։

Մյուս կողմից, արցախցիներին գայթակղում են փախստականի՝ ոչ մի արտոնություն չունեցող կարգավիճակով, թե դրանով կկարողանան հեշտ արտագաղթել արևմտյան զարգացած երկրներ։ Պարզ է, որ Արցախի խորհրդարանը այդ հարցը քննարկման առարկա դարձնելով՝ քաղաքական նոր օրակարգ է ձևավորում, գործնականում ցույց տալիս, որ արցախյան ինստիտուտները գոյություն ունեն։
