Շահրամանյանն ուշագրավ փակագծեր է բացում

Արցախի նախագահ Սամվել Շահրամանյանի սպասված հարցազրույցը սպասված արդյունքը չունեցավ, թեպետ նա բացեց որոշ փակագծեր։ Շատերն ակնկալում էին, որ Արցախի նախագահի հարցազրույցը նոր ցնցումներ կառաջացնի հայաստանյան քաղաքական դաշտում, իսկ այժմ հայտարարում են իրենց հիասթափության մասին։

Ովքեր գիտեն արցախյան այսօրվա իշխանությունների խոհանոցը, պատկերացնում են, որ Շահրամանյանն այնպիսի կերպար չէ, որը սենսացիաների վրա աշխատի։ Արցախի նախագահի ամենաթույլ կետն այն է, որ քաղաքական գործիչ չէ, համապատասխան փորձ չունի, իսկ գործունեությունն էլ հիմնականում կապված է եղել անվտանգային խնդիրների հետ։ Փոխարենը, նա բանակցային լուրջ փորձ ունի նույն ադրբեջանցիների հետ։

Շահրամանյանը դեռ մինչև մեկօրյա պատերազմը մի քանի անգամ հանդիպել է Ադրբեջանի բարձրաստիճան պաշտոնյաներին, տարբեր հարցեր քննարկել։ Հարցազրույցում հնչած էական փաստերից մեկն այն էր, որ Նիկոլ Փաշինյանը տեղյակ է եղել ստորագրվելիք փաստաթղթից։ Շահրամանյանը պաշտոնապես հաստատեց այդ փաստը, մինչդեռ գործող վարչախումբն ու նրա քարոզիչները սպեկուլյացիաներ են անում հատկապես փաստաթղթում առկա այն կետի շուրջ, ըստ որի՝ Արցախից պետք է հանվեն ՀՀ ԶՈՒ մնացած ստորաբաժանումները։ Այդ մասին առաջինն ասել էր Արցախի ԱԺ նախագահ Դավիթ Իշխանյանը, որն այսօր ադրբեջանական բանտում է։

Շահրամանյանն իր խոսքում նաև նշում է, թե Արցախի իշխանությունների գործունեության հիմնական նպատակը լինելու է այնպիսի միջավայրի ստեղծումը, որը թույլ կտա արցախցիների վերադարձը։ Պարզ է, որ նա հրաշալի հասկանում է՝ իր ռեսուրսները չեն հերիքելու։ Նա ինքն է նշում, որ նույնիսկ սոցիալական հարցերը կարգավորելու ռեսուրսներ չունեն, և արցախցիներին միշտ հասցեագրում էր հայաստանյան մարմիններ։ Նրա խոսքն ավելի շուտ մարտավարություն էր, որը, ի դեպ, որոշակի նմանություն ունի Արցախի Անվտանգության խորհրդի նախկին քարտուղար Սամվել Բաբայանի հայտարարություններին։

Բաբայանը, հիշեցնենք, փորձում էր իրա վրա սևեռել աշխարհքաղաքական կենտրոնների ուշադրությունը՝ խոստանալով ինչ-ինչ զիջումների, «ավտոնոմիայի» խոստումների դիմաց մի քանի հազար մարդ վերադարձնել Արցախ։ Դա ի սկզբանե ձախողված մարտավարություն էր։

Ի տարբերություն Սամվել Բաբայանի, Շահրամանյանի խոսքն ավելի ընկալելի էր։ Նա նշեց, թե որոշ աշխարհաքաղաքական շրաջանակներ կարող են շահագրգիռ լինել Արցախ վերադարձի հարցում, տվեց երկրների անուններ։ Սա հայտ էր, որ կարող են բանակցել հենց իր հետ։ Այդ պարագայում Արցախի ղեկավարությունը կարող է հետաքրքիր լինել աշխարհի համար։ Արցախի նախագահն, ընդհանուր առմամբ, որևէ բան չբացահայտեց հայտնի սկանդալային փաստաթղթի շուրջ, որը հայտնի է որպես «լուծարման փաստաթուղթ», բայց ուշագրավ մի ձևակերպում արեց, թե լավ գիտեն այդ փաստաթղթի թե ուժը, թե թուլությունը, ակնարկեց, որ լավ հասկանում էին, որ այդ հրամանագրում իրավական տեսակետից խոցելի ձևակերպումներ կան, որոնցից կարելի է ցանկացած պահի հրաժարվել, կամ չեղարկել Գերագույն դատարանի վճռով։
