Վարկային ասեղների վրա «պառկած».... «Փաստ»

«Փաստ» օրաթերթը գրում է.

Ընթացիկ աշխարհաքաղաքական խաչմերուկների և «կողմնորոշումների» հորձանուտում, որի մեջ այս իշխանությունը ոտքովգլխով ընկղմել է Հայաստանը, Փաշինյանն իր քպականներով ու մերձիշխանական «Նիկոլից ավելի նիկոլներով» մանթրայի նման սղոցում են հանրության ուղեղները, թե՝ Արևմուտքը կօգնի, փող կտա, այս, այն...

Նախօրեին ֆինանսների փոխնախարար Վահե Հովհաննիսյանն «անկեղծության բռնկման պահ» էր ունեցել լրագրողների հետ զրույցում: Չէ, այն մասին չէ, որ 2024 թվականին կենսաթոշակներն ու նվազագույն աշխատավարձը չեն բարձրացնելու, այս կառավարությունից այլ բան սպասելի էլ չէր, և հետո՝ դրան դեռ կանդրադառնանք: Խոսքն այս անգամ այլ «անկեղծության բռնկմանն» է վերաբերում՝ առ այն, որ 2,6 միլիարդ եվրոն, որ Եվրամիությունը նախատեսում է տրամադրել, հո նվե՞ր չէ, դրա զգալի մասը... վարկային միջոցներ են:

Նա, իհարկե, մի փոքր այլ տոնայնությամբ ասաց, բայց իմաստը դա էր: Չնայած, առանց իր ասելու էլ կռահելի էր, որ 2,6 միլիարդ, այն էլ՝ եվրո, այն էլ՝ Արևմուտքը, ոչ մեկին «աչքերը բաց» հենց այնպես, այսինքն՝ նվեր չի տա: Ոչ մեկը չի տա, առհասարակ, առավել ևս՝ Եվրոպան:

Ու, գիտե՞ք, մարդ քիչ է մնում կարոտի նախորդ իշխանության ժամանակ «ընդդիմադիր աշխատող» Նիկոլ Փաշինյանին, դե, այն «հին» Փաշինյանին՝ «ժողովրդական տրիբունին»: Այն «հին մոդելի» Փաշինյանը, այս ֆինանսների փոխնախարարի խոսքը դեռ չհրապարակված, կսլանար ԱԺ ամբիոնի մոտ ու մի քանդարար տոնայնությամբ, պատկերավոր ասած՝ «կծեփեր պատերին», «կփռեր ասֆալտներին», թե՝ «ահա՜, տեսե՜ք, Հայաստանը ճկռել է պարտքերի տակ, իսկ սրանք նորանոր պարտքեր են ավելացնո՜ւմ…» և այլն:

Բայց հիմա ի՛նքն է միանձնյա Հայաստանապետը, վարչապետը, ֆինանսապետը, պարտքապետը: Ու… նորանոր պարտքեր է ավելացնում: Դե, այլ ավիրումներին զուգահեռ...

Ի դեպ, եթե 2018-ին ՀՀ պետական պարտքը մոտ 6-7 միլիարդ դոլար էր, ապա այս տարվա հուլիսի վերջի դրությամբ այն արդեն հատել էր 11 միլիարդ դոլարի շեմը: Հիմա նոյեմբերն է, ու եթե հաշվի առնենք վերոնշյալ «անկեղծության բռնկումների» բովանդակությունը՝ սարսափելի է մտածել, թե տարեվերջին ինչ թվերի հետ ենք գործ ունենալու:

Այսինքն, եթե բոլոր նախորդ իշխանությունները, միասին վերցրած, մի 6-7 միլիարդի պարտք էին «հավաքել», ապա միայն Փաշինյանի կառավարությունը ու միայն վերջին 5 տարվա ընթացքում գրեթե կրկնապատկել է երկրի պետական պարտքը, արտաքին պարտքը՝ ներառյալ:

Ու խոսքը նրանց մասին է, որոնք տարիներ շարունակ քաղաքական դիվիդենտներ էին «քամում» նաև «արտաքին պարտք» ասածից, վարկ վերցնող կառավարություններին գամում էին անարգանքի սյուներին:

Ի դեպ, ԵՄ վարկի մասին: Այն, որ 2,6 միլիարդ եվրո է: Նորից ասենք՝ երբեք ոչ մեկը ոչ մեկին «սիրուն աչքերի» համար փող չի տալիս, նույնիսկ վարկ: Այն էլ՝ միլիարդներով: Այդ միլիարդների համար որոշ «երգեր» են պատվիրվում: Իսկ վերջնարդյունքում այդ կործանման «երգերի» համար… ժողովուրդն է վճարելու: Ընդ որում՝ ոչ միայն ֆինանսապես...
