Փաշինյանը մանդատ չի ստացել հայ ժողովրդից՝ Հայաստանը աշխարհաքաղաքական բախման թատերաբեմի վերածելու համար․ Մենուա Սողոմոնյան

Մենուա Սողոմոնյանը ֆեյսբուքյան իր էջում գրում է․

 

Հայաստանի Հանրապետության արտաքին քաղաքական կուրսի տեղաշարժը չի կարող կատարվել մեկ անձի որոշմամբ ու նրա կողմից առաջնային մանդատ չունենալու ներկա պարագայում, պառլամենտական կառավարման ձևի պայմաններում։
 
Փաշինյանը մանդատ չի ստացել հայ ժողովրդից՝ բարձրացնելու Հայաստանից ռուսական ռազմաբազաների դուրս հանելու հարցը։
 
Փաշինյանը մանդատ չի ստացել հայ ժողովրդից՝ Հայաստանը աշխարհաքաղաքական բախման թատերաբեմի վերածելու համար։
 
Ինչպե՞ս և ինչու՞ Հայաստանը կվերածվի այդ թատերաբեմի.
 
Միջազգային հարաբերությունների տեսության մեջ կա կանոն, երբ թույլ պետության հանդեպ ուժեղ պետության կողմից ներկայացված սպառնալիքին ի պատասխան թույլ պետությունը, ով չի կարողանում սեփական ռեսուրսների հաշվին չեզոքացնել այդ սպառնալիքը, կա՛մ այդ սպառնալիքին դիմակայում է այլ պետության հետ միասին (balancing), կա՛մ ենթադաշնակցում է սպառնալիք ներկայացնող պետությանը (bandwagoning):
 
Քանի որ մինչ այս պահն ի հայտ չի եկել որևէ իրական ուժ, ում հետ միասին Հայաստանը կարող է հակակշռել Թուրքիային, ուստի պարզ է դառնում, որ Փաշինյանը Հայաստանը դարձնում է Թուրքիայի ենթադաշնակից։ Նման ենթադրության հիմքում հետևյալ փաստարկներն են. 1) Թուրքիան չի դադարեցրել սպառնալիք ներկայացնել ՀՀ-ի հանդեպ, անգամ երբ իր բոլոր նախապայմանները բավարարել է Փաշինյանը։ Թուրքիան մշտապես քաջալերում է Ադրբեջանին հակահայկական բոլոր ձեռնարկումներում ու պահանջների մեջ, 2) Տարածաշրջանում սեփական ռազմական ուժով ներկայացված Իրանի հետ ռազմավարական դաշնակցության միտումներ չեն նշմարվում, 3) որևէ այլ ուժային կենտրոն ներկայացված չէ մեր տարածաշրջանում սեփական ռազմական ուժով։ ԱՄՆ-ի կողմից ակնարկ չկա, որ Հարավային Կովկասն իր համար ռազմավարական նշանակություն ունի (այս մասին նշված չէ նաև ԱՄՆ-ի ազգային անվտանգության կոնցեպցիայում), իսկ Ֆրանսիայի կողմից Հայաստանի անվտանգության համակարգում լուրջ ներդրում ունենալու մասին դեռ վաղ է խոսել նախ այն պատճառով, որ այդ երկրի արտաքին քաղաքականությունը որոշ առումով կոորդինացնում է ԵՄ-ի շրջանակներում, երկրորդ՝ Ֆրանսիայի երկարատև առարկայական շահն այստեղ դեռևս ակնառու չէ (ուրանի հումքի փոխադրումը դեռևս խոսակցության մակարդակում է), երրորդ՝ տարածաշրջանի երեք ուժային կենտրոնները՝ Թուրքիան, Իրանը և Ռուսաստանը, ովքեր այս տարածաշրջանում միմյանց հետ փոխհարաբերվելու հարյուրամյակների փորձառություն ունեն ու կոմֆորտ են զգում այդ փոխհարաբերությունների մեջ, կտրուկ հակադարձում են այս տարածաշրջան դրսից նոր գործորդ հայտնվելուն։
