Ի՞նչ հետևանքներ կունենա Հռոմի ստատուտը. Մենուա Սողոմոնյան

Մենուա Սողոմոնյանն իր ֆեյսբուքյան էջում գրում է.

ԱԺ քպ խմաբկցությունը վավերացրեց միջազգային քրեական դատարանի կանոնադրությունը՝ Հռոմի ստատուտը։
Նիկոլ Փաշինյանը Հայաստանի այս քայլին գնալը պատճառաբանում էր նրանով, որ քանի որ Ռուսաստանն ու ՀԱՊԿ-ը այլևս չեն ապահովում Հայաստանի անվտանգությունը, ուստի Հայաստանը պետք է իր անվտանգությունն ապահովի միջազգային քրեական դատարանի միջոցով։
Դեռ մի կողմ դնենք էն հարցը, թե սա որքանո՞վ է ուղղված Ռուսաստանի դեմ (Մոսկվայում ասում են՝ ուղղված է, Երևանում ասում են՝ ուղղված չէ)։
Հիմա գանք էն հարցին, թե միջազգային քրեական դատարանն ինչպե՞ս ու ի՞նչ առումով է ապահովելու մեր անվտանգությունը։
Հռոմի ստատուտը միջազգային քրեական դատարանի իրավասությունը տարածում է ցեղասպանության հանցագործության, մարդկության դեմ ուղղված հանցագործությունների, ռազմական հանցագործությունների, ագրեսիայի հանցագործությունների վրա։
Ընդունենք, որ միջազգային քրեական դատարանի միջոցով ուզում ենք Ադրբեջանի նախագահ ալիևին դատել, քանի որ գտնում ենք, որ վերոնշյալ չորս հանցագործություններն էլ առկա են նրա գործողությունների մեջ։
Հիմա հարց․ որքանո՞վ է հնարավոր դատել ալիևին, եթե․
*ՄԱԿ-ի առաքելությունն ափալ-թափալ մտել է Արցախ ու արձանագրել, որ ամեն ինչ նորմալ է, որ արցախցիներն ուղղակի միաժամանակ ուզեցին անժամկետ ճանապարհորդել Հայաստան։
*Հայաստանի դե ֆակտո վարչապետը նույն ալիևի հետ պատրաստվում է կնքել խաղաղության պայմանագիր, մի հատ հստակեցրեք, ալիևը միջազգային հանցագո՞րծ է, թե՞ կիրթ անձնավորություն։
*ՄԱԿ-ի առանցքային դերակատար երկրները, որ հանգիստ իրենց մայրաքաղաքներում ալիևին են ընդունում, պահում են նրա ընտանիքի միլիարդավոր դոլարները, իրենց ներկայացուցիչներին են ուղարկում Բաքու, նավթագազային գործարքներն են ավելացնում, Հայաստանի հաղորդման հիման վրա բերմա՞ն են ենթարկելու նրան։
*Չեմ ուզում մտնել իրավագետների մասնագիտական դաշտ, բայց որքան հասկանում եմ՝ միջազգային քրեական դատարանը պրոցես սկսում է դատախազի կողմից հարուցելուց հետո, իսկ դատախազն էլ դեռ ինքն է որոշում՝ հարուցի՞ թե՞ ոչ, ու ի՞նչ փաստերի հիման վրա պետք է հարուցի (նորից ուզում եմ հիշեցնել, որ ՄԱԿ-ի առաքելությունը երեկ հայտարարեց, որ Արցախում պրոբլեմ չկա, մի քանի օր առաջ էլ նիկոլն էր նույն բանը հայտարարել)։
* դեռ անցած տարվա դեկտեմբերին ՄԱԿ-ի արդարադատության միջազգային դատարանը վճռով պարտավորեցրեց Ադրբեջանին բացել Լաչինի միջանցքը, բայց էդպես էլ բան դուրս չեկավ․․․
Հիմա ինձ ասեք, մարգարեներ, ո՞նց է Հռոմի ստատուտը դառնալու Հայաստանի անվտանգային համակարգի հիմնասյուն, գուցե էն հույսո՞վ, որ Արցախի դեմ ագրեսիայի պարագայում չի աշխատի, Հայաստանի դեմ ագրեսիայի պարագայում կաշխատի՞․․․
