«Արար» հիմնադրամի համահիմադիր Մանուկ Հերգնյանը իր ֆեյսբուքյան էջում գրում է.

Մղձավանջը եղելություն դարձավ․․․․
Աշխարհը․․․․
- Ռուսաստան- Թուրքիա/Ադրբեջան հերթական պատմական ցինիկ գործարքը կատարվեց ի հաշիվ Արցախի։ Ընդ որում, դա Ռուսաստանի երկարաժամկետ շահին հակառակ է, սակայն այն այնպիսի վիճակում է, երբ նախընտրում է կարճաժամկետ շահը։
- Արևմուտքը հայտարարություններից այն կողմ չի անցնում։ Նույնիսկ հակառուսական կղզյակի վերածված Հայաստանը չի հակակշռի այն մեծաթիվ աշխարհաքաղաքական, էներգետիկ և լոգիստիկ շահերը, որն Արևմուտքն ունի Ադրբեջանի և Թուրքիայի հետ։
- Թուրքիան և Ադրբեջանը զգացել են պատմական պահի առավելությունները և, հետևողականորեն սեղմում են օղակը։ Հաջորդ թիրախը Սյունիքն է և ապա՝ մնացած Հայաստան։
- Միջազգային հանրությունը․․․․ չկա նման բան։
Մենք․․․
- Մենք անմասն դիտեցինք, թե ինչպես հայրենիքի մի մասը կորսվում է, հայրենակիցները բնաջնջվում։ Թեպետ այս անգամ ունեինք պետություն։ Սա մեզ համար անջնջելի խարան է լինելու սերունդների առջև, ինչպիսին էլ ոչ չլինեին քաղաքական հանգամանքները։
- Վերածվեցինք նորից միայն խղճահարություն հարուցող և արտաքին ուժերից գթություն հայցող, բայց ոչ ուժով իր իրավունքը պարտադրող հանրույթի։
- Իշխանության քաոսային քաղաքականությունը և «խաղաղության» օրակարգը բերել են միայն միակողմանի զիջումների․
o Արցախի ամբողջական կորուստ
o Հայաստանի սուվերեն տարածքի կորուստ ( «Սև լճի 30% համար հո պատերազմ չենք անի․․․»)
o Հայաստանի ինքնիշխանության էական նվազում՝ դարձնելով աշխարհաքաղաքական առևտրի օբյեկտ
o Երկրի անվտանգային համակարգի վերակառուցման ձախողում
o Սեփական իշխանության պահպանմանը բացարձակ գերապատվություն հաճախ ի վնաս արտաքին քաղաքական օգուտների (օրինակ՝ ՄԱԿ-ի անվտանգության վերջին խորհրդի նիստին ընդառաջ արված հայտարարությունը)
Անելիքը․․․․
- Համապարփակ ինքնապաշտպանության կազմակերպում, որը ենթադրում է որ այն կազմակերպվում է ոչ միայն սահմանափակ բանակային ուժերի, այլ ամբողջ հասարակության միջոցով։ Այս հայեցակարգի ներքո թշնամու զսպման մեխանիզմ է դառնում, ոչ այնքան սպառազինությունը, որքան հասարակության պատրաստակամությունը դառնալու «անմարսելի»։ Նման մոտեցումը կիրառել են մի շարք փոքր երկրներ՝ Սինգապուր, Ֆինլանդիա, Շվեյցարիա։
- Սրա հիման վրա Հայաստանը որպես ինքնուրույն ուժային գործոնի ձևավորում, որը հնարավորություն կտա դիվանագիտության մեջ օբյեկտից վերածվել սուբյեկտի և բազմաշերտ անվտանգային համագործակցություններ ձևավորել։
- Այս երկուսի իրագործումը իրատեսական է միայն կարող իշխանության առկայության պարագայում, որը հասարակության զգալի մասին հույս է ներշչում (վստահության մասին այլևս շքեղություն է խոսել)։ Բայց դրա ձևավորումը տեղի չի ունենա հակառակորդ ուժերից որևէ մեկի «հաղթանակի» պարագայում։ Միակ տարբերակը պայմանավորվելն է։ Նույնիսկ ոխերիմ թշնամիները կարողանում են պայմանավորվել։ Առավել ևս դա պետք է հնարավոր լինի միևնույն խորտակվող նավում գտնվողների համար։ Բայց ակնհայտ է, որ գործող քաղաքական ուժերը այդ կարողությունը չունեն։ Երևի թէ գործընթացի «մերանը» կարող են դառնալ հասարակական և մասնագիտական ուժերը, որոնք ստիպված են լինելու գործելու։ Երևի․․․
