«Քաղաքացիական պայմանագիր» կուսակցությունը օգտագործում է վարչական բոլոր հնարավոր ռեսուրսները Երեւանի ավագանու ընտրությունների մասնակից ուժերի միջեւ անհավասար պայմաններ ստեղծելու համար՝ ահազանգեց Կենտրոնական ընտրական հանձնաժողովում «Մայր Հայաստան» դաշինքի լիազոր ներկայացուցիչ Հովհաննես Խուդոյանը մամուլի ասուլիսում։

Նա մի քանի օրինակ բերեց վարչական ռեսուրսի կիրառման «ահռելի քանակից»:

«ՔՊ-ականները տարբեր անձանցից անհատական խնդիրների մասին տվյալներ են վերցնում եւ հեռախոսահամարներ՝ խոստում տալով դրանք լուծել, ՔՊ-ի քաղաքապետի թեկնածուն, քարոզարշավի ընթացքում մի քանի անգամ համանման կեցվածք է դրսեւորել, եղել են նաեւ դեպքեր, երբ Տիգրան Ավինյանը հայտարարել է որեւէ քաղաքացու որեւէ խնդրին արդեն լուծում տալու մասին»,-ասաց Հովհաննես Խուդոյանը։

Իրավաբանը հրապարակեց նաեւ Տիգրան Ավինյանի՝ լրատվամիջոցներից մեկի հետ հարցազրույցից մի հատված, որում նա ընդունում է, որ Երեւանի համայնքների ղեկավարներին ինքը հանձնարարականներ է տալիս՝ քաղաքացիների տարբեր խնդիրներ լուծելու, նրանք էլ կատարում են դրանք: Նույն հարցազրույցում Տիգրան Ավինյանը բացատրում է, որ այդ հանձնարարականները պետք է տրվեն եւ կատարվեն, որպեսզի ընտրություններից հետո համայնքների ղեկավարները, որոնք վերանշանակվելու են, շարունակեն զբաղվել քաղաքացիների հարցերով:

Հովհաննես Խուդոյանը սա առնվազն ինքնախոստովանական ցուցմունք է որակում: Ընդ որում, այդ հարցազրույցը Տիգրան Ավինյանը քաղաքապետարանի շենքում է տալիս, ինչը, փաստաբանը նույնպես վարչական ռեսուրսի կիրառում է համարում:

Հովհաննես Խուդոյանը ուսումնասիրել է քարոզարշավի ընթացքում կառավարության կայքը, որտեղ հայտնաբերել է Տիգրան Ավինյանից բազմաթիվ նկարներ. նա, Նիկոլ Փաշինյանի հետ, ամենատարբեր միջոցառումների է ներկա գտնվում, որտեղ անհասկանալի է նրա ներկայությունը եւ այդ ամենը լուսաբանվում է նաեւ կառավարության պաշտոնական կայքում՝ նաեւ տեսանյութերի եւ լուսանկարների տեսքով:

Իսկ վարչական ռեսուրսի ամենաակնառու կիրառումը փաստաբանը համարում է երեկ՝ Նիկոլ Փաշինյանի կողմից, Հանրային հեռուստաընկերությամբ արված կոչը՝ Երեւանի ավագանու ընտրություններում Տիգրան Ավինյանին ընտրելու մասին եւ այդ տեսանյութի տեղադրումը նաեւ կառավարության յութուբյան ալիքում։
