Երբ կարողացել են, երբ հնարավորությունները թույլ են տվել, ինչ ձևաչափով թույլ են տվել, որտեղից թույլ են տվել՝ կիրառումն իրականացվել է: Ուշ, թե շուտ՝ որոշում է հրամանատարությունը»:

Այս մասին այսօր՝ 44-օրյա ատերազմի հանգամանքներն ուսումնասիրող ԱԺ քննիչ հանձնաժողովի նիստում պատասխանելով հարցին, թե առաջին իսկ օրը ինչո՞ւ չեն հասցվել պլանավորված հրթիռային հարվածներ «Իսկանդեր», «Էլբրուս» և «Տոչկա» տեսակի հրթիռներով հակառակորդի օդանավակայաններում տեղակայված մարտական ինքնաթիռների և անօդաչու թռչող սարքերիուղղությամբ՝ նախապես կանխելով դրանց հարձակումը, նշեց ՀՀ պաշտպանության նախկին նախարար Դավիթ Տոնոյանը:

Խոսելով անօդաչու թռչող սարքերի մասին, Դավիթ Տոնյանը հայտնեց, որ եղել է հագեցվածության խնդիր:

«Առաջնահերթությունը տրված էր մեր ռազմարդյունաբերության զարգացման շրջանակներում դա իրականացնելուն և ըստ հիմնավորումների, ՀՀ ռազմարդյունաբերությունը պետք է, որ ունակ լիներ այդպիսի ԱԹՍ-ների արտադրության: Որոշակի  արտադրություն եղել է, բայց քանակական և որակական առումով մենք զիջել ենք»,- ասաց նա:

Տոնոյանը նաև նկատեց՝ արդյունավետության գնահատման առումով պետք է նաև գնահատել հակառակորդի կարողությունները չեզոքացնելու մեր կարողությունները:

«Դա չի վերաբերում միայն օդուժին, կամ ԱԹՍ-ներին, վերաբերում է շատ սպառազինության տեսակների: Մեր կարողությունները սահմանափակ են եղել այդ տիպի պատերազմ վարելու համար»,-անկեղծացավ Տոնոյանը:
