ԶՊՄԿ-ն` Կապանում 2023թ. իրականացվող սուբվենցիոն ծրագրերին հատկացրել է 350.000.000 ՀՀ դրամ

Սյունիքի մարզի Կապան համայնքում 2023 թվականի սուբվենցիոն ծրագրերով մինչև տարեվերջ նախատեսվում է իրականացնել շուրջ 2.825.627.425 դրամ արժողությամբ մեկ տասնյակից ավելի աշխատանքներ։ Այն իրականացնելու համար Կառավարությունը կհատկացնի շուրջ 1.893.488.248 դրամ, «Զանգեզուրի պղնձամոլիբդենային կոմբինատ» ՓԲԸ-ն՝ 350.000.000 դրամ, իսկ Կապանի համայնքապետարանը՝ 582.139.180 դրամ։ Թեմայի շուրջ Radar Armenia-ն զրուցել է Կապանի համայնքապետարանի տնտեսական զարգացման և արտաքին կապերի բաժնի պետ Հասմիկ Ղոնյանի հետ։

Նրա խոսքով՝ ինչպես 2022 թվականի, այնպես էլ այս տարվա սուբվենցիոն ծրագրերում շատ կարևոր է «Զանգեզուրի պղնձամոլիբդենային կոմբինատի» ներգրավվածությունը։ «Եթե չլիներ Կոմբինատը, ապա ԶՊՄԿ-ի կողմից հատկացվող 350.000.000 դրամը կմնար համայնքի ուսերին։ Իսկ այդ ներդրումով այդ բեռը դուրս է գալիս համայնքի համաներդրման չափից։ Եվ սա այնքանով է կարևոր, որ Կապան քաղաքը կարողանում է իր ներդրումը կատարել և օգտվել ծրագրից», - ընդգծում է է Ղոնյանը, ապա բացատրում, թե ինչպես է համայնքը դիմում Կառավարությանը սուբվենցիոն ծրագիր իրականացնելու համար։ 

Կապանի համայնքապետարանի տնտեսական զարգացման և արտաքին կապերի բաժնի պետն ասում է, որ կարողացել են այս քանակի սուբվենցիոն ծրագրեր իրականացնելու համար դիմել ՀՀ կառավարությանը, քանի որ ԶՊՄԿ-ն պատրաստ է եղել այդքան գումար հատկացնել։ Հակառակ դեպքում, նման մասշտաբի ծրագրերով հնարավոր չէր լինի դիմել։

«Համայնքը միայնակ չի կարող միանգամից այդքան ֆինանս տրամադրել, հատկապես, որ ամենասկզբից համայնքը պետք է իր համաներդրումը ապահովող, վճարումը հավաստող փաստաթղթեր ներկայացնի մարզպետարան, իսկ մարզպետարանից էլ դրանք ներկայացվեն Կառավարություն։ Այս գործողություններից հետո Կառավարությունում կայացվում է համապատասխան որոշում՝ պետական բյուջեից գումար տրամադրելու համար», - նշում է Հասմիկ Ղոնյանն ու վստահեցնում՝ բավականին ծրագրեր արդեն ընթացքի մեջ են, կան աշխատանքներ, որոնք ավարտման փուլում են։ «Արդեն մեկ ամիս կլինի՝ մեկնարկել են Կապանի համայնքապետարանի հիմնանորոգման աշխատանքները, որոնց համար նախատեսված գումարը բավականին մեծ է և գերազանցել է մեկ միլիարդ դրամը»։

Խոսելով սուբվենցիոն ծրագրերի մասին՝ Ղոնյանը հիշում է նաև 2022 թվականը, որի բյուջեն բավականին մեծ է եղել, և անցած տարի էլ կարողացել են Կառավարության, ինչպես նաև համայնքի ու ԶՊՄԿ-ի՝ շուրջ 520 միլիոն դրամի համաներդրման միջոցով իրականացնել ճանապարհաշինության, հասարակական շենքերի վերակառուցման, նորոգման և հիմնանորոգման բավականին մեծ աշխատանքներ։
