«Մենք ենք մեր սարերը» գործակալությունը Արցախի ջերմատնային տնտեսությունների վերազինման ծրագիր է սկսում

«Մենք ենք մեր սարերը» գործակալության համահիմնադիր, Արցախի նախկին պետնախարար Ռուբեն Վարդանյանը ֆեյսբուքյան իր էջում գրել է.

Արցախի շրջափակումը ցույց տվեց, թե որքան կարևոր է պարենային անվտանգության ապահովումը և որքան անհրաժեշտ՝ պարենային ինքնաբավության ուղղությամբ աշխատանքների իրականացումը: Արցախում աշխատելու և գործընկերների հետ քննարկումների ընթացքում եկանք այն եզրակացության, որ պետք է վերազինել ջերմատները, որպեսզի նրանց արդյունավետությունը բարձրանա և կարողանան ավելացնել արտադրանքի ծավալները: Սա գյուղատնտեսության ամենակարևոր ուղղություններից մեկն է, որի զարգացումն իսկապես օգնելու է թե՛ պարենային անվտանգության ապահովմանը, թե՛ այս իրավիճակում Արցախում աշխատատեղերի պահպանմանն ու նորերի ստեղծմանը, թե՛ գյուղատնտեսության ոլորտի տնտեսավարողների համար բիզնեսի զարգացմանը: Հենց այդ նպատակով «Մենք ենք մեր սարերը» գործակալության կողմից մշակվեց Արցախի ջերմոցների վերազինման ծրագիրը:
Այս ոլորտում ժամանակին ևս մեծ գումարներ են ներդրվել, բայց, ցավոք, դրանք ոչ բոլոր դեպքերում են արդյունավետ ծախսվել և ծառայել բուն խնդրի լուծմանը: Եթե ժամանակին ծրագիրը նպատակային լիներ, անշուշտ ճգնաժամի ընթացքում Արցախում բանջարեղենի այսպիսի սուր պակաս չէր լինի:

Ուրախ եմ, որ ծրագիրն արդեն մեկնարկել է: Օրերս հանդիպեցի Արցախի ջերմատնային տնտեսությունների զարգացման ասոցիացիայի անդամների հետ, և կարևոր քննարկում ունեցանք ոչ միայն ծրագրի, այլ ընդհանարապես Արցախի գյուղատնտեսության զարգացման տեսանկյունից այս ուղղության կարևորության մասին: Քննարկեցինք զարգացման քայլերը, նոր ստանդարտների ներդրման հնարավորությունը, ինչը վստահաբար բարձրացնելու է այս ճյուղի արդյունավետությունը՝ մուտիպլիկատիվ ազդեցություն ունենալով:

Ինչպես մեր գործակալության ծրագրերի մեծ մասը, այս ծրագիրը ևս իրականացվելու է պետական-մասնավոր համագործակցությամբ: Մեր գործընկերներն այս դեպքում Արցախի գյուղատնտեսության նախարարությունն ու Արցախի գյուղի և գյուղատնտեսության աջակցության հիմնադրամն են: Ջերմատնային տնտեսությունների ներկայացուցիչներն արդեն կարող են իրենց հայտերը ներկայացնել գյուղատնտեսություն նախարարի կողմից ստեղծված մասնագիտական հանձնաժողովին: Ծրագրի շահառու կարող են դառնալ 300 և ավելի քմ տարածք ունեցող ջերմատների սեփականատերերը։
