Մաքրություն պարտադրող օրենքը հավասար կգործի՞ բոլորի համար. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Քաղաքները, զբոսաշրջային վայրերը, մայրուղիները, փողոցները, բակերը, մուտքերը մաքուր պահելը թեև բոլորիս պարտականությունն է, բայց ոչ բոլորն են պարտաճանաչ կերպով հետևում, որ իրենց փնթիության պատճառով մեր քաղաքները, զբոսաշրջային վայրերը, մայրուղիները, փողոցները, բակերը, շենքերի մուտքերը աղբանոցի չվերածվեն:

Շատ հաճախ անգամ մայրն իր երեխային չի կարողանում հասկացնել, որ փողոցում, գետնին թքել չի՛ կարելի, կերած պաղպաղակի թուղթը գետնին նետել չի՛ կարելի: Եվ քանի որ բոլորը և՛ թքում են, և՛ ուտում, և գետնին թափում, ուստի ծնողի պահանջը երեխաների համար հասկանալի չի դառնում, թե ինչու ուրիշներին կարելի է, իսկ իրեն՝ ոչ:

Այսպիսի պայմաններում ապրելով երկիրը աղբանոցի վերածելուց հետո, հիմա էլ եկել է աղբը հավաքելու ժամանակը: Բայց ամենազավեշտալին այն է, որ ընդամենը մեկ հորդոր էր հարկավոր հիշելու, որ երկիրը համատարած աղբանոցի է վերածվել և պետք է անհապաղ երկիրը փրկել այդ աղտից:

Այս պահին դժվար է կոնկրետ ասել, թե մամուլի քանի հրապարակում է եղել Նուբարաշենի, Սովետաշենի աղբանոցների անմխիթար վիճակի մասին: Քանի–քանի անգամ է Սևանա լճի տարածքից, Հրազդանի կիրճից և այլ վայրերից աղբը մաքրվել, բայց նախաձեռնություններն ինչքան էլ որ ցուցադրական բնույթ են կրել, այնուամենայնիվ չեն օգնել, որ այդ արատավոր երևույթը մեր առօրյայից վերանա:

Եվ ընդամենը, երբ վարչապետը հանձնարարեց տուգանք սահմանել աղբը թափելու համար, նախարարները սկսեցին տեղից շարժվել: Տարածքային կառավարման և զարգացման նախարար Դավիթ Լոքյանն էլ լրագրողներին բարի լուր ավետեց, թե՝ օրենքը գրել են ու արդեն փոխանցել ՀՀ արդարադատության նախարարությանը։

«Այն բավականին կոշտ վարչական պատիժներ է սահմանում մեքենայից աղբ նետելու, մեքենայից ծխախոտի մնացորդ նետելու համար նվազագույն տուգանքի չափը 16 հազար դրամ, խոշոր ձեռնարկությունների համար այն հասնում է մինչև 200–300 հազար դրամի չափի»,– վերջին կառավարության նիստից հետո ասաց Դ. Լոքյանը, ով ավելի վաղ հայտարարել էր, որ մեզ մոտ քաղաքը, երկիրը մաքուր պահելու մշակույթ չկա:

Ստացվում է, որ թեև փորձ է կատարվում «Մաքուր Հայաստան» ծրագիր իրականացնել, սակայն այս գլխից այդ ծրագրի ճակատագիրը գիտեն: Այսինքն, դժվար այն հաջողություն ունենա, քանի որ մենք ինչ–որ բան մաքուր պահելու մշակույթ նախկինում չենք ձևավորել:

Հիմա հարց է ծագում, թե աղբը պատշաճ թափելու հարցի շուրջ մշակույթ չձևավորած քաղաքացիներն ինչպես իրենց կդրսևորեն, երբ ուժի մեջ մտնի տուգանքի կամ այսպես ասած մահակի ինստիտուտը: Հիմա էլ նույն աղբը այս ու այն տեղ շաղ տվողները սկսելու են իրենց աղբից ազատվելու համար այն ուրիշի դռանը լցնել ու շառը նրանց վրա գցել: Բայց պարզվում է, որ սրա մասին է մտածել կառավարությունը և նախատեսում է հաջորդ տարի 10 հազար աղբաման գնել ու ողջ երկրով շարել: Բայց աղբամանի տարողությունը անսահմանափակ չէ, այսինքն, այն դնելուց հետո, կարճ ժամանակ անց արագ կլցվի ու եթե չդատարկվի, նորից նույն պատկերը կստացվի:

Մնում է հույսը դնել քարոզչություն իրականացնելու վրա: Այս մասով հոլովակներ են պատրաստվելու, որոնց համար պետական միջոցներից ծախսեր չեն արվելու, այլ ընդամենը փորձելու են խնդրի լուծման համար բարոյահոգեբանական իրավիճակը փոխել: Բայց այդպես էլ հարց է մնում, թե ինչպես է ապացուցվելու, որ տվյալ աղբը տվյալ անձն է թափել և դրա համար պետք է ասենք՝ 16000 դրամով տուգանվի:
