Ու՞ր են այն կապիտալ ծախսերը, որոնք կապահովեն մարդկանց եկամուտների երկարաժամկետ աճ, որտե՞ղ են գնաճի հետևանքների մեղմմանն ուղղված ծախսերը, որոնք կարդարացնեին պետական պարտքի շարունակական աճը․ Ելենա Կիրակոսյան

Ելենա Կիրակոսյանը ֆեյսբուքյան իր էջում գրել է․

2022թ․-ին Հայաստանի պետական պարտքը հատել է 10 մլրդ դոլարի շեմը։ Այս տարվա բյուջեի նախագծով ևս սպասվում է պարտքի ավելացում։ 2018 թվականից հետո բավականին ինտենսիվ քայլերով ենք հասել այս արդյունքին։ Համեմատության համար նշենք, որ 2018թ․-ին պետական պարտքը կազմել է 6,7 մլրդ դոլար։
 
Այս հարցի շուրջ գնահատականները տարբեր են։ Մանրամասների վերլուծությունը թողնում եմ մասնագետներին։
 
Բայց ցանկացած պարագայում գործ ունենք շատ կարևոր հանգամանքի հետ․ պետական պարտքը՝ լինի դա ներքին, թե` արտաքին, պարտավորություն է, որը կիսում ենք բոլորս՝ մենք և ապա՝ սերունդները։ Եվ հենց այստեղ է կարևորվում պարտքային միջոցների օգտագործման արդյունավետությունը հասարակության սոցիալական, տնտեսական և այլ կարիքների բավարարման տեսանկյունից։ Ոչ ոք չի պնդում, թե պետական պարտքի ներգրավումն անթույլատրելի է։ Թերևս նման բան կարելի է հիշել հենց ա՛յս իշխանությունների ներկայացուցիչների կողմից, երբ դեռ ընդդիմադիր էին։ Բայց նաև անթույլատրելի է այդ պարտքի շարունակական ներգրավումն այն դեպքում, երբ բնակչության սոցիալական խնդիրների լուծման իմիտացիային զուգահեռ (հիշենք թոշակների, նպաստների, աշխատավարձերի՝ մի քանի հազար դրամով ավելացումները), միլիոնավոր դրամներ են ծախսվում սեփական գրասենյակների, վերելակների և այլ անհարկի վերանորոգումների, ծառայողական մեքենաների, պագևավճարների ուղղությամբ։
 
Ու՞ր են այն կապիտալ ծախսերը, որոնք կապահովեն մարդկանց եկամուտների երկարաժամկետ աճ, որտե՞ղ են գնաճի հետևանքների մեղմմանն ուղղված ծախսերը, որոնք կարդարացնեին պետական պարտքի շարունակական աճը։
 
Ցավոք, այս հարցերի պատասխաններն ուրվագծվում են բնակչության աղքատացման, մեր երկրում, այդ թվում նաև երեխաների շրջանում թերսնվողների թվի աճի, և այլ բացասական երևույթների մեջ։ Երևույթներ, որոնք շատ սահուն շրջանցում են օրվա իշխանությունները։
