2023 թ. փետրվարի 1-ից 1000 եւ ավելի բնակիչ ունեցող համայնքներում նոր նշանակվող նպաստները կվճարվեն անկանխիկ եղանակով, իսկ մինչեւ 1000 բնակիչ ունեցող համայնքների դեպքում` 2023 թ. հուլիսի 1-ից: ԱԺ լրատվական ծառայության փոխանցմամբ, այս մասին նշել է ՀՀ աշխատանքի եւ սոցիալական հարցերի նախարարի տեղակալ Դավիթ Խաչատրյանը՝ ներկայացնելով ընտանեկան նպաստի վճարման գործընթացում առաջարկվող կարգավորումները։

«Արդեն հաստատված եւ նշանակված վճարվող ընտանեկան նպաստների դեպքում պարտադիր անկանխիկին անցման մեկնարկը քաղաքներում եւ 1000-ից ավելի բնակիչ ունեցող համայնքներում կտրվի հուլիսի 1-ից, իսկ մինչեւ 1000 բնակիչ ունեցողների դեպքում` 2024 թ. հունվարի 1-ից: 2024 թ. հունվարի 1-ից կենսաթոշակներն ու նպաստները կունենան անկանխիկի վճարման ժամանակացուցային նույն ընթացակարգը:

Հաջորդը փոփոխությունները վերաբերում են կենսաթոշակների վճարմանը: Գործող կարգավորումներով անկանխիկի վճարման երկու տարբերակ է գործում. վճարումն իրականացվում է բանկերի կողմից եւ Հայփոստի էլեկտրոնային փողի հաշվի միջոցով, որը հիմնականում կանխիկացվում էր շահառուների կողմից: 2023 թ. փետրվարի 1-ից սոցիալական հաշվի հիման վրա բացված էլեկտրոնային փողի հաշվի միջոցով այլեւս կանխիկացում հնարավոր չի լինելու իրականացնել, ուստի առաջարկվում է 2023 թ. փետրվարի 1-ից հետո Հայփոստի էլեկտրոնային փողի հաշիվների գործարքները փոխանցել բանկերին, այսինքն` վճարումը կիրականացվի բանկային քարտի միջոցով:

Հանձնաժողովի նախագահ Հերիքնազ Տիգրանյանի հստակեցնող հարցին ի պատասխան` փոխնախարարը պարզաբանել է, որ մինչեւ 2023 թ. փետրվարի 1-ը նշանակված բոլոր դիմումներն ու նպաստները կտրվեն անկանխիկ կամ կանխիկ եղանակով` ըստ նպաստառուի ցանկության, բայց դրանից հետո 1000-ից ավելի բնակիչ ունեցող բնակավայրերում, այդ թվում` քաղաքներում, գործընթացը կիրականացվի պարտադիր անկանխիկ եղանակով, իսկ մինչեւ 1000 բնակիչ ունեցող համայնքների բնակիչները մինչեւ հուլիսի 1-ը կունենան կամավոր ընտրելու հնարավորություն:

ԱԺ աշխատանքի եւ սոցիալական հարցերի մշտական հանձնաժողովի դեկտեմբերի 5-ի արտահերթ նիստում երկրորդ ընթերցմամբ քննարկվել են «Պետական նպաստների մասին» եւ «Պետական կենսաթոշակների մասին» օրենքներում առաջարկվող փոփոխություններն ու լրացումները:

Հիշեցնենք, որ նախագծերի փաթեթի քննարկումը դեկտեմբերի 2-ի նիստում ընդմիջվել էր` որոշ հարցեր ճշգրտելու նպատակով:
