Հաղորդագրություն՝ Արցախից. ի՞նչ հայտարարեց Արայիկ Հարությունյանը

Սահմանադրական փոփոխությունների նախաձեռնությունը եղել է իմ կողմից, սկզբնական փուլում համագործակցված ունեցել ենք մի տարբերակ, որն իմ առաջարկության եւ խնդրանքով փոխվել է այս տարբերակին: Այս մասին, այսօր՝ նոյեմբերի 23-ին, Արցախի Ազգային ժողովի արտահերթ նիստում հայտարարեց Արցախի նախագահ Արայիկ Հարությունյանը:

Նա նաեւ հավելեց. «Բայց երկրի կայունությունն ավելի կարեւոր եմ համարում, քան սահմանադրական փոփոխությունը: Սահմանադրության փոփոխությունը մեր երկրի անվտանգության առումով որեւէ բան չի ավելացնելու: Սահմանադրությունը չփոխվելով մեր երկիրը չի քանդվելու, չի կորցնելու որեւէ բան: Ընդամենը կար մտահոգություն. Քանի որ քաղաքական ուժերի կողմից կար կարծիք, որ ամեն ինչ կենտրոնացված է մեկ մարդու՝ երկրի նախագահի ձեռքին: Իսկ նոր իշխանություն ձեւավորելու համար պետք էր գնալ արտահերթ ընտրությունների, իսկ արտահերթ ընտրության գնալու միակ ճանապարհը սահմանադրական փոփոխություններն էին, ընտրել եմ այդ ճանապարհը: Այսօր դրա կարիքը, բարեբախտաբար, չկա, քանի-որ ամեն ինչ կենտրոնացված չէ նախագահի ձեռքին:

Իհարկե, նախագահի լիազորություններով է պետնախարարը օժտված այդ լիազորություններով, բայց գոնե եղած մտահոգությունները այսօր ֆունկցիաների բաժանման արդյունքում կարծես թե, լուծված է: Դրա համար սահմանադրական փոփոխությունների հարցում վռազելու որեւէ անհրաժեշտություն չունենք»:

Նշենք, որ այսօր Արցախի նախագահ Արայիկ Հարությունյանը դիմել է Արցախի ԱԺ նախագահին՝ Սահմանադրության փոփոխության նախագիծը վերադարձնելու նպատակով՝ այն հանելով շրջանառությունից:
