Ռուսաստանի կտրուկ պահանջը․ Հայաստանի հերթական նվաստացումը

Ռուսաստանի Պետական դուման նախօրեին երրորդ ընթերցմամբ հաստատել է «Ճանապարհային երթևեկության անվտանգության» մասին դաշնային օրենքի 25-րդ հոդվածում փոփոխություն կատարելու մասին օրենքի նախագիծը, որում մասնավորապես ասվում է. «1995թ. դեկտեմբերի 10-ին ընդունված «Ճանապարհային երթևեկության անվտանգության» մասին դաշնային օրենքի 25-րդ հոդվածի 13-րդ կետը լրացնել հետևյալ բովանդակությամբ պարբերությամբ.

«Սույն կետի դրույթները չեն տարածվում Ղրղըզստանի Հանրապետության քաղաքացիների վրա, ինչպես նաև այն պետությունների քաղաքացիների վրա, որոնց օրենսդրությամբ ռուսերենն ընդունված է որպես պաշտոնական լեզու, երբ տվյալ քաղաքացիները Ռուսաստանի Դաշնության տարածքում իրականացնում են ձեռնարկատիրական կամ աշխատանքային գործունեություն, որն անիջականորեն կապ ունի տրանսպորտային միջոցների շահագործման հետ»։

Ինչպես և կանխատեսել էինք ավելի վաղ` վարորդական վկայականների խնդիրը Ռուսաստանը սակարկության խնդիր է դարձնելու` փորձելով ճնշում բանեցնել և զիջում կորզել ԵՏՄ անդամ երկրներից: Այսօր պարզվեց, թե որն է ճնշման նոր առիթը կամ սակարկության թեման: Եթե Հայաստանի իշխանությունները ցանկանում են, որ արտագնա աշխատանքի մեկնած մեր հայրենակիցների վարորդական վկայականները Ռուսաստանում իրավաբանական ուժ ունենան, ապա ռուսերենը Հայաստանում պետք է պաշտոնական լեզվի կարգավիճակ ունենա: Ավելորդ է ասել, որ նման պահանջը հակասում է ոչ միայն գործընկերության ոգուն, այլ նաև` ԵՏՄ կանոնադրությանը, բայց նման մանրուքները Կրմլին չեն հետաքրքրում: Մոսկվան վարում է դասական կայսերական քաղաքականություն` այս անգամ առաջ քաշելով լեզվի խնդիրը: Ի դեպ, սա նոր գործիք չէ ռուսական կայսերական քաղաքականության զինանոցում: Դա եղել է ցարերի քաղաքականության կարևոր բաղադրիչը և էստաֆետի սկզբունքով փոխանցվել է անգամ բոլշևիկներին: Քչերը գիտեն, թե ժամանակին ինչպիսի դիմադրություն է ցույց տվել ՀԿԿ Կենտկոմի առաջին քարտուղար Կարեն Դեմիրճյանը Քաղբյուրոյի պահանջին, որը նույնն էր, ինչ պուտինյան Ռուսաստանինը` հատուկ կարգավիճակ տալ ռուսաց լեզվին:

Կասկածից վեր է, որ Մոսկվան իր պահանջն արդեն փոխանցել է Սերժ Սարգսյանի իշխանությանը, որը մինչև այս պահը նրբանկատորեն մերժում էր ռուսական կողմի պահանջը: Հիմա իրավիճակը փոխվել է, որովհետև աշխատանքից զրկվելու իրական հեռանկարի առջև են կանգնել տասնյակ հազարավոր խոպանչիներ, որոնց ուղարկած տրանսֆերտների հաշվին ապրում են նրանց հարազատները, ի վերջո` սնուցվում է քրեաօլիգարխիկ համակարգը, որը, ի վերջո, այդ գումարների հանգրվանային տնօրինողն է: Եթե Հայաստանի իշխանությունը տեղի տա ռուսական ճնշմանը, Հայաստանը կկորցնի իր անկախության վերջին հատկանիշներից մեկը` վերջնականապես զոհ դառնալով ռուսական տոտալ էքսպանսիային: Մյուս կողմից` եթե Սերժ Սարգսյանը մերժում է ռուսների առաջարկը, ապա պետք է պատրաստ լինի մի քանի տասնակ հազար խոպանչիների վերադարձին: Սա կարող է սոցիալական լարվածության նոր օջախ ատեղծել Հայաստանում, ինչին իշխանությունները հաստատ պատրաստ չեն: Ի վերջո, մեկ տասնամյակից ավելի Հայաստանի իշխանությունները, տնտեսությունը զարգացնելու փոխարեն, ըստ էության, զբաղված են եղել առնվազն սեզոնային խոպանի խրախուսմամբ` տրասնֆերտների հաշվին երկիրը պահելու հույսով:
