Ազգային ժողովում տեղի է ունեցել ԱԺ գիտության, կրթության, մշակույթի, սփյուռքի, երիտասարդության և սպորտի հարցերի մշտական հանձնաժողովի՝ «Մարզական ֆեդերացիաների ֆինանսական խնդիրները» թեմայով քննարկումը, որին մասնակցել է նաև ՀՀ ԿԳՄՍ նախարարի տեղակալ Կարեն Գիլոյանը:
 
Քննարկումը վարել է հանձնաժողովի նախագահ Սիսակ Գաբրիելյանը: Նա նշել է, որ սպորտային մարզիչները նույնպես 2023 թ. ապրիլի 1-ից կարող են կամավոր ատեստավորման միջոցով աշխատավարձի հավելում ունենալ: Սիսակ Գաբրիելյանը նաև հավելել է, որ նախատեսվում է մարզիչներին տրամադրել սուբսիդավորված աշխատավարձ: Ըստ նրա՝ դրանով մարզաշխարհի բոլոր խնդիրները չեն լուծվի, սակայն զգալի առաջընթաց կլինի:
 
ՀՀ կրթության, գիտության, մշակույթի և սպորտի նախարարի տեղակալ Կարեն Գիլոյանը մանրամասն ներկայացրել է ոլորտի հիմնախնդիրները, որոնց լուծման առնչությամբ կարևոր է համարել գործող օրենսդրության բարեփոխումները: Ըստ նախարարի տեղակալի՝ Կառավարությունն ապահովում է մարզական ֆեդերացիաների և Հայաստանի հավաքական թիմերի ֆինանսավորման տոկոսը, ինչպես նաև գումարներ է հատկացնում միջազգային մրցումներում բարձր ցուցանիշներ գրանցած մարզիկներին: Կարեն Գիլոյանի խոսքով՝ Հայաստանում գործում են երեք տասնյակից ավելի մարզական ֆեդերացիաներ, որոնք հիմնականում ֆինանսավորվում են պետության կողմից, ինչպես նաև ստանում դրամաշնորհներ:
 
Կարեն Գիլոյանը նշել է, որ մարզական 5 ֆեդերացիա օգտվում է հովանավորչական ֆինանսավորումից: Նախարարի տեղակալն առաջարկել է ֆինանսավորումն իրականացնել ըստ անհրաժեշտության, ինչը նաև կկանխի կոռուպցիոն երևույթները: Մարզաձևերի զարգացման ուղղությամբ կարևորվել է հարկային արտոնություն տրամադրելու մեթոդի կիրառումը, որն ընդունված է աշխարհի շատ երկրներում:
 
Մարզական ֆեդերացիաների ներկայացուցիչները նույնպես, ընդգծելով խնդրի կարևորությունը, առաջարկել են օրենսդրական փոփոխություն կատարել մարզական կառույցների ֆինանսավորման համակարգում՝ աշխատավարձ սահմանելով բոլոր հավաքականների գլխավոր մարզիչների համար, ինչպես նաև պետական ֆինանսավորում հատկացնել մարզական ակումբներին: Մարզաձևերի զարգացումն ապահովելու, մարզական ակումբների կենսապայմանները բարելավելու նպատակով առաջարկվել է քաղաքային համայնքների բյուջեներից ևս գումարներ հատկացնել սպորտի զարգացմանը:
